Abstract

Model Kebijakan Ujian Akhir Madrasah Berstandar Nasional (UAMBN) pada hakikatnya adalah sebuah aktivitas untuk memperoleh data dan informasi berkaitan dengan kinerja sebuah kebijakan. Akhirnya dapat ditelusuri secara mendalam apakah UAMBN berhasil mencapai tujuan sehingga berfungsi sebagaimana yang dicanangkan. Adapun yang melatarbelakangi penelitian ini adalah keunikan UAMBN yang dualisme sistem yang berstandar nasional tapi implementasinya regional. Hasil UAMBN juga belum difungsikan secara maksimal. Metode penelitian yang digunakan dalam penelitian ini adalah evaluasi program dengan menggunakan model evaluasi CIPP (Contexs - Input – Process – Product). Data yang dikumpulkan merupakan data primer maupun data sekunder. Prosedur pengumpulan data dilakukan melalui studi dokumentasi, observasi, angket, wawancara dengan nara sumber. Hasil penelitiannya adalah: Pertama. Aspek aturan (landasan yuridis) yang dijadikan dasar hukum penyelenggaraan UAMBN memiliki alasan yang rasional dan sesuai dengan hukum serta pasal-pasal yang dirujuk. Aspek kebutuhan (landasan empiris) dan aspek kepentingan (landasan konseptual) terbukti 88.89 memenuhi kriteria evaluasi karena mampu mengukur pencapaian hasil belajar yang diindikasikan dengan tersedianya data nilai UABMN di provinsi DKI Jakarta tetapi fungsi UAMBN belum berfungi sebagaimana kebijakan UAMBN. Kedua. Aspek Sumber Daya Manusia (man), satuan pendidikan penyelenggara UAMBN, bahan ujian (material), metode: sosialisasi, fakta integritas, dan sanksi (method), jadwal dan tata tertib pelaksanaan UAMBN (regulation); dan biaya (money) 92,5% memenuhi kriteria evaluasi. Ketiga. Aspek pelaksanaan, pemeriksaan hasil ujian, monitoring, evaluasi, serta pelaporan pelaksanaan UAMBN 95,8% memenuhi kriteria evaluasi dan Keempat. Hasil ujian, pengumuman hasil ujian dan penerbitan Surat Keterangan Hasil Ujian Akhir Madrasah Berstandar Nasional (SKHUAMBN); serta dampak UAMBN 80% memenuhi kriteri evaluasi karena penerbitan SKHUAMBN tidak sesuai dengan jadwal yang telah ditetapkan.*********The national Standard Madrasah (UAMBN) Final examination models is in fact an activity to obtain data and information relate to the performance of a policy, it can be explored or measured whether UAMBN in the depth so it can reach the goal or it can work definitely. The background of this research is the uniqueness UAMBN which is dualism system as not only an national standard but also the implementation of regional. The results of UAMBN have not been enabled to the fullest. The research method used in this research is program evaluation by using CIPP evaluation model (CONTEXS-Input – Process – Product). The data is collected using primary and secondary data. Data collection procedures are conducted through documentation studies, observations, polls, interviews with the resource. The results of this research are: the first is The aspect of the rule (juridical basis) which is used as the legal basis for the implementation of UAMBN has a rational reason and according to the laws and clauses referenced, the aspect of necessity (empirical foundation) and the aspect of importance (conceptual basis) proved 88.89 evaluation measurement criteria because it is able to measure the achievement of learning outcomes indicated by the availability of UABMN value data in DKI Jakarta province but the function of UAMBN has not been function as UAMBN policy. The Second, an Aspect of human resources (man) as the unit of education organizer of UAMBN, material Examination (material), methods: socialization, fact integrity, and sanctions (method), arrangement of the schedule and order of implementation of UAMBN (regulation); and cost (money) 92.5% as the evaluation criteria. The Third, An Aspects of implementation, examination of exam results, monitoring, evaluation, and reporting of the implementation of UAMBN 95.8% has evaluation criteria and the fourth, the Exam results, announcement of results and publication of the final exam result of the national Standard Madrasah (SKHUAMBN); And the impact of UAMBN 80% shows evaluation criteria because the issuance of SKHUAMBN is not in accordance with the established schedule.
