Abstract

ABSTRAK Penelitian ini bertujuan untuk mengevaluasi efektivitas deradikalisasi narapidana terorisme yang dilakukan melalui program bimbingan klien terorisme di Balai Pemamasyarakatan Surakarta. Penelitian ini menggunakan metode kualitatif evaluasi model CIPP, (Contesxt, Input, Process, Product). Data dalam penelitian ini berasal dari 18 orang klien terorisme yang sedang dalam bimbingan Balai Pemasyarakatan Surakarta, para pejabat dan pembimbing kemasyarakatan, dan berbagai dokumen terkait dengan bimbingan klien terorisme tersebut. Hasil penelitian menunjukkan bahwa: (1) Evaluasi komponen konteks mendapat nilai kurang baik, (2) Evaluasi komponen input mendapat nilai kurang baik, (3) Evaluasi komponen proses mendapat nilai baik, (4) Evaluasi komponen produk mendapat nilai kurang baik. Keseluruhan evaluasi program deradikalisasi narapidana terorisme yang dilaksanakan di Balai Pemasyarakatan Surakarta melalui program bimbingan klien terorisme nilainya kurang baik. Walaupun hasil dari evaluasi keseluruhan nilainya kurang baik, program bimbingan klien terorisme ini disarankan tetap dilaksanakan tetapi dengan melakukan desain ulang programnya dan peningkatan kompetensi pelaksananya. Penggunaan model evaluasi CIPP dalam penelitian ini merupakan state of the art dan kebaruan dalam mengukur evektivitas program bimbingan klien terorisme di Balai Pemasyarakatan. Kata Kunci: Radikalisasi, Deradikalisasi, Evaluasi Program, Bimbingan Klien Terorisme. ************* ABSTRACT The purpose of this research is to evaluate effectiveness of deradicalization program conducted through terrorism client guidance’s program at Surakarta Correctional Facility. Using the qualitatif evaluation research method, CIPP model of evaluation, the data is colected from eighteen terrorism clients and some structural officials as well as all related documents. The result of this study found that: (1) the context component evaluation is worth average, (2) the input component of evaluation is worth average, (3) the process component is worth good, (4) the product component of evaluation socore is average. Over all, the effectiveness of deradicalization program conducted through guidance for terrorism client program at Surakarta Correctional Facility score is average. Although the total of evaluation score of the terrorist client guidence’s program still in the level of average, however the program should continue by redesigning the program itself and increasing the competency of personel who runs the program. The state of the art of this reasearh is the use of the CIPP model of evaluation to evaluate effectiveness of terrorist prisoner guidance’s program at Surakarta Correctional Facility. Evaluating the effectiveness of terrorist client guidence’s program at correctional facility is novelty of this research, since no such reaserah found before this research.
