Abstract

Abstrak Pasca diterbitkannya Undang-Undang Republik Indonesia Nomor 23 tahun 2014 tentang Pemerintahan Daerah, membawa perubahan strategis dalam pengelolaan Sumber Daya Manusia di Badan Kependudukan dan Keluarga Berencana (BKKBN), kalau sebelumnya Penyuluh KB dikelola oleh Pemerintah Kabupaten/Kota, mulai tahun 2018 kewenangan pengelolaan beralih ke BKKBN. Sedangkan masalah yang dihadapi dalam Penelitian ini adalah rendahnya kompetensi dan kinerja Penyuluh KB, dimana hasil pengukuran kompetensi tahun 2017 menunjukkan sebesar 69% Penyuluh KB dinyatakan tidak kompeten, sementara kinerjanya selama periode tahun 2018 hanya sebesar 70,8%. Penelitian ini bertujuan untuk menemukan model peningkatan kinerja Penyuluh KB dengan menganalisis kompetensi, kepemimpinan transformasional, pelatihan dan keterikatan pegawai (employee engagement). Kebaruan dari penelitian ini adalah menemukan model peningkatan kinerja Penyuluh KB melalui variabel kompetensi, kepemimpinan transformasional, pelatihan dan keterikatan pegawai (employee engagement) dengan jalur pelatihan pada indikator perilaku sebagai loading factor tertinggi yaitu 0,948. Penelitian ini juga mengembangkan indikator keterikatan pegawai yang awalnya ada tiga yaitu: kesungguhan, dedikasi, dan penghayatan kemudian ditambahkan indikator penerimaan di tempat kerja dan rasa memiliki. Disamping itu, Penelitian ini menggunakan populasi secara nasional di Indonesia dan belum ditemukan penelitian sejenis dengan populasi secara nasional pada suatu negara. Penelitian menggunakan pendekatan kuantitatif kausatif dengan analisis multivariat dan alat bantu SEM AMOS. Penarikan sampel dilakukan dengan proporsional random sampling berjumlah 397 responden Penyuluh KB yang tersebar secara proporsional seluruh Provinsi di Indonesia. Penelitian ini menggunakan kuesioner dan dilakukan uji coba untuk mengetahui tingkat validitas dan realibilitasnya. Hasil penelitian menunjukkan bahwa : model peningkatan kinerja Penyuluh KB yang signifikan adalah meningkatkan kompetensi, kepemimpinan transformasional, pelatihan dan keterikatan pegawai (employee engagement). Kata kunci: Kinerja, Kompetensi, Kepemimpinan Transformasional, Pelatihan dan Keterikatan Pegawai. ********* Abstract After the enactment of the Law of the Republic of Indonesia number 23 of 2014 on Local Government, there are strategic changes in human resources management of the National Agency of Population and Family Planning (BKKBN). Previously, family planning field workers (Penyuluh Keluarga Berencana, abbreviated PKB) was managed by the district/ municipality. In 2018, the authority was transferred back to central government casu quo BKKBN. The main problems in this study are the low competence and performance of PKB, where the results of competency test in 2017 showed 69% of PKB were declared incompetent, while their performance during the period of 2018 was only 70.8%. This aim of this research to find a model of improving the performance of Family Planing Field Workers by analyzing competencies, transformational leadership, training and employee engagement. The novelty of this study is to find a model of improving the performance of Family Planning Field Workers Extension through competency variables, transformational leadership, training and employee engagement with training pathways on behavioral indicators as the highest loading factor is 0.948. This research also developed indicators of employee attachment that initially there were three namely: sincerity, dedication, and delusion then added indicators of acceptance in the workplace and a sense of possess. In addition, this research uses the population nationally in Indonesia and there has not been any similar research with the population nationally in a country. The study used a causative quantitative approach to multivariate analysis with SEM AMOS tools. The withdrawal of samples was carried out with proportional random sampling of 397 respondents of Family Planning Field Workers who were spread proportionally throughout the Province in Indonesia. This study used questionnaires and conducted trials to find out the level of validity and reality. The results showed that: a significant model of improvement in kb extension performance is improving competency, transformational leadership, training and employee engagement.
