Abstract

Penelitian ini bertujuan untuk melaksanakan evaluasi dengan mengembangkan model evaluasi Contect, Input, Process dan Product (CIPP) dan Analytic Hierarchy Process (AHP) untuk menentukan prioritas program pengembangan karier perwira dalam rangka pembangunan TNI Angkatan Laut menuju MEF (MINIMUM ESSENTIAL FORCE) Metode penelitian yang digunakan adalah kualitatif diskriptif dengan hasil evaluasi konteks menunjukkan bahwa sistem kebijakan menggunakan sistem setralisasi atau secara terpusat. Kewenangan, tugas dan tanggung jawab pelaksanaan program dilaksanakan staf umum bidang personalia serta sidang dewan karier perwira dilaksanakan sebagai wadah dalam memutuskan sehingga mendapatkan aspek keadilan. Hasil evaluasi input menunjukkan sudah terbentuk dengan baik struktur organisasi menangani pelaksanaan manajemen sumber daya manusia mendukung program pengembangan karier perwira namun perlu peningkatan kualitas dan kuantitas pengawak organisasi. Dalam implemantasinya hasil evaluasi proses menunjukkan bahwa pelaksanaan program dilaksanakan melalui sidang dewan karier perwira dengan pendekatan melaksanakan penilaian personel dalam bentuk uji kompetensi dan program perwira unggulan dalam rangka menyiapkan kader perwira TNI Angkatan Laut dimasa yang akan datang. Akhirnya, berdasarkan pelaksanaan evaluasi produk menunjukkan bahwa menjadi prioritas dalam pelaksanaan program pengembangan karier adalah mewujudkan keseimbangan komposisi perwira, secara bertahap mengurangi perwira pada level Kolonel yang non job, meningkatkan kualifikasi perwira sesuai dengan persyaratan jabatan serta meningkatkan sinergi antara penempatan jabatan dengan pendidikan. Sehingga mampu menyiapkan perwira profesional, handal dan disegani yang dapat mendukung pembangunan TNI Angakatan Laut menuju Minimum Essential force (MEF). ******************** This study aims to evaluate with develop model of the Context, Input, Process and Product (CIPP) and determine priorities with the Analytic Hierarchy Process (AHP) the career development of Navy officers towards the MEF (MINIMUM ESSENTIAL FORCE) The research method used descriptive qualitative, the results of the context evaluation show that policy system in the career development in the Navy uses a centralized system. The authority, duties and responsibilities in the implementation of career development programs are carried out by Spersal as a general staff member of the Navy's personnel. The coordination of officers' career councils is carried out as a forum for deciding on the implementation of officers’ career development, so as to obtain fairness in its implementation. The results of the input evaluation indicate that there has been organizational structure required regarding human resource management to support the officers' career development program; however, it needs to improve the quality and the quantity of the personnel of human resource management organization. The implementation of the evaluation program points out that officers’ career development program is conducted through the board of commissioners with the personnel’s assessment approach, competency test and exemplary officers’ program in order to prepare a cadre of Navy officers in the future. Finally, based on the results of the product evaluation, it shows that through be a priority in the implementation of officers' career development programs, they have not been able to fully balance the composition of personnel step by step reduce the level of non job colonels, improve officers' qualifications are in accordance with job requirements and increase the synergy between job placement and education in order to prepare professional officers based on reliability and respect needs to be able to support the concept of the Navy's Minimum Essential Force (MEF).
