Abstract
The purpose of this research is to evaluate the implementation of the scholarship program for small and medium industrial field extension workers, in order to create small and medium industrial extension workers or mentors in each center, as well as to create industrial entrepreneurs to build IKM in all regions. The research method used is the evaluation research method with the CIPP evaluation model, namely context, input, process, and product. The data collected is primary data, namely data from interviews with in-source respondents in the form of interview transcripts, and data from field observations of the research object, secondary data, namely official documents related to program implementation. Data analysis and interpretation shows that: (1) The TPL-IKM scholarship program at the Ministry of Industry has created 2,894 IKM advisor or field extension workers, (2) The TPL-IKM scholarship program has created 344 entrepreneurs, (3) the scholarship program TPL-IKM has succeeded in creating IKM advisor , but has not yet reached the target of creating industrial entrepreneurs. The results showed: (1) Program background (context), received a moderate category, (2) Program input (input), received a high category, (3) Program implementation (process) received a moderate category, (4) Program results (product) got the moderate category. Overall, the evaluation results were in the moderate category. The result of program evaluation, the TPL-IKM scholarship, with the CIPP model found the need for improvement includes: - Context stage, the results of the evaluation show the importance of synergy of all stakeholders by collaborating to plan needs and develop programs. - Input stage, requires a standard for all the needs of both goods, services and Standard Operating Procedures (SOP). - Process stage, the evaluation results show manufacturing simulation and digitization in the process of running a business communication - Product stage, the evaluation results show the importance of -entrepreneurial regeneration through the by design and fast track approaches. Furthermore, the results of the evaluation become the S3DR formula which stands for Synergy, Standard, Simulation, Digitalization, and Regeneration. To continue the TPL-IKM scholarship program, it is recommended the importance of aptitude tests for each prospective participant, additional manufacturing simulation practice hours and digitization during lectures and additional business capital for TPL-IKM alumni who will start a business.***** Tujuan penelitian ini adalah untuk mengevaluasi implementasi program beasiswa tenaga penyuluh lapangan industri kecil dan menengah, dalam rangka menciptakan tenaga penyuluh indistri kecil dan menengah atau tenaga pendampingan di setiap sentra, serta menciptakan wirausahawan industri untuk emmbangun IKM di semua daerah. Metode penelitian yang digunakan adalah metode penelitian evaluasi dengan model evaluasi CIPP yaitu context, input, process, dan product. Data yang dikumpulkan adalah data primer yaitu dat ahasil wawancara dengan responden inara sumber berupa transkrip wawancara, dan data hasil observasi lapangan terhadap objek peneltian, data sekunder yaitu dokumen-dokumen resmi terkait penyelenggaraan program. Analisis dan interpretasi data menunjukkan bahwa : (1) Program bea siswa TPL-IKM di Kementerian Perindustrian, berhaisl menciptakan tenaga penyuluh lapangan IKM sebanyak 2.894 orang, (2) Program bea siswa TPL-IKM telah menciptakan 344 wirausahawan, (3) Program bea siswa TPL-IKM berhasil menciptakan Penyuluh IKM, namun belum mencapai target menciptakan wirausahawan industri. Hasil penelitian menunjukkan : (1) Latar program (context), mendapat kategori moderat, (2) Masukan program (input), mendapat kategori tinggi, (3) Pelaksanaan program (process) mendapat kategori tinggi, (4) Hasil program (product) mendapat kategori moderat. Secara keseluruhan, hasil evaluasi mendapat kategori moderat. Hasi evaluasi program, bea siswa TPL-IKM, dengan model CIPP menemukan perlunya perbaikan meliputi : - Tahap Context, hasil evaluasi menunjukkan pentingnya sinergi semua pemangku kepentingan dengan berkolaborasi merencanakan kebutuhan dan menyusun program. - Tahap Input, memerlukan standar untuk semua kebutuhan baik barang, jasa maupun Standar Operasionnal Prosedur (SOP). - Tahap Process, hasil evaluasi menunjukkan simulasi manufaktur dan digitalisasi dalam process menjalankan usaha. - Tahap Product, hasil evaluasi menunjukkan pentingnya regrenerasi wirausahawan melalui pendekatan by desain dan fast track. Selanjutnya hasil evaluasi tersebut menjadi formula S3DR singkatan dari Sinergi Standar Simulasi Digitalisasi dan Regenerasi. Untuk melanjutkan program bea siswa TPL-IKM direkomendasikan pentingnya tes bakat bagi setiap calon peserta, penambahan jam praktek simulasi manufaktur dan digitalisasi pada masa perkuliahan dan adanya penambahan modal usaha untuk alumni TPL-IKM yang akan merintis usaha.
