Abstract

ABSTRAK Adelia Dwi Rahmawati (4315163883), Implementasi Kebijakan Peraturan Gubernur DKI Jakarta Dalam Menghadapi Pandemi Covid-19 Terhadap Proses Belajar Mengajar (Studi Kasus Sekolah Negeri dan Swasta Jenjang SD, SMP, dan SMA di Kelurahan Kelapa Gading Timur, Jakarta Utara). Skripsi. Jakarta: Pendidikan Geografi, Fakultas Ilmu Sosial, Universitas Negeri Jakarta, 2020. Penelitian ini bertujuan untuk mengetahui kebijakan yang diambil pengelola sekolah negeri dan swasta jenjang SD, SMP, dan SMA di kelurahan Kelapa Gading Timur, untuk menyikapi peraturan gubernur DKI Jakarta dalam menghadapi pandemi Covid-19 terhadap proses belajar mengajar. Peneliti menggunakan metode deskriptif kualitatif, dengan informan kunci kepala sekolah dan guru, serta informan pendukung siswa/orang tua siswa. Hasil penelitian menunjukan: dari enam sekolah seluruhnya melaksanakan proses belajar mengajar secara daring. Tiga sekolah swasta jenjang SD, SMP, dan SMA melaksanakan pelayanan administrasi secara daring, dua sekolah negeri jenjang SD dan SMP secara daring dan luring tergantung dengan bentuk pelayanannya, serta satu sekolah negeri jenjang SMA secara luring. Seluruh pengelola sekolah mewajibkan protokol kesehatan covid-19 dilingkungan sekolahnya, tiga sekolah negeri jenjang SD, SMP, SMA, dan satu SD swasta bahkan memasang spanduk dan poster agar seluruh warga sekolah menaati protokol kesehatan. Tidak hanya memasang spanduk dan poster, keempat sekolah tersebut telah menyediakan fasilitas lengkap sesuai dengan anjuran pemerintah. Sedangkan dua sekolah swasta jenjang SMP dan SMA, telah melakukan sosialisasi dan himbauan terkait pencegahan covid-19, tetapi belum menyediakan fasilitas penunjang protokol kesehatan, hal ini dikarenakan belum adanya rencana siswa belajar di sekolah kembali, sehingga penyediaan protokol kesehatan dilingkungan sekolah dirasa belum terlalu mendesak. Kata kunci: Pandemi Covid-19, Peraturan Gubernur DKI Jakarta, Proses Belajar Mengajar, Implementasi Kebijakan. ********** ABSTRACT Adelia Dwi Rahmawati (4315163883), The Implementation of DKI Jakarta’s Governor Regulation to face the Pandemic Covid-19 during Teaching and Learning Process (A Case Study of Public and Private Schools for Elementary, Junior High, and Senior High School Levels in Kelapa Gading Timur, North Jakarta). A Thesis. Jakarta: Geography Education Study Programme, Faculty of Social Sciences, State University of Jakarta, 2020. This research aims to investigate the policies taken by public and private school administrators at elementary, junior high, and senior high school levels in Kelapa Gading Timur in order to respond the regulations made by governor of Jakarta in facing the covid-19 pandemic on the teaching and learning process. Researcher used qualitative descriptive method within the principals and teachers as the key informants and students/parents as supporting informants. The result of this study showed that six schools have implemented an online teaching and learning process as follows; three private schools at elementary, junior high, and senior high schools carried out an online administration services, two public schools at elementary and junior high carried out online and offline administration services, as well as one public high school carried out the offline services. All schools are required to implement the covid-19 health protocol in their environment thus, three public schools in elementary, junior high, senior high school levels as well as one private elementary school put up posters and banners about covid-19 so that all school members can obey the health protocols. Those four schools also provide complete facilities in line with government recommendation from the regulation. However, two private schools in junior and senior high already conducted socialization and announcement related to the prevention of covid-19, but have not provided yet the supporting facilities because students still learn from home and it seems less urgent to implement health protocols in school environment.
