Abstract

Penelitian ini bertujuan untuk mengevaluasi implementasi kebijakan Sistem Kelas Tuntas Berkelanjutan (SKTB) di Kabupaten Gowa Provinsi Sulawesi Selatan. Sub Fokus dalam penelitian ini mendeskripsikan ruang lingkup, tujuan dan manfaat kebijakan sistem kelas tuntas berkelanjutan, Serta implementasi dan capaian SKTB. Penelitian ini menggunakan pendekatan kualitatif dengan model evaluasi countenance dengan tiga tahap analisis meliputi antecedent (konteks), transaction (proses), dan outcomes (dampak). Sumber data dalam penelitian ini yakni kepala dinas pendidikan, kepala sekolah, guru dan masyarakat. Teknik pengumpulan data meliputi teknik wawancara, observasi, dan dokumentasi. Analisis data menggunakan teknik analisis dari Miles dan Huberman meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa dengan adanya kebijakan ini dapat memberikan pelayanan pendidikan tuntas berkelanjutan serta meningkatkan partisapasi sekolah dan minat belajar sesuai kompetensi yang dimiliki. Namun, kebijakan ini penting untuk melakukan perbaikan sistem dengan cara mengintegrasikan semua aspek layanan pendidikan serta meningkatkan kualitas sarana prasarana agar dapat memacu siswa untuk terus berprestasi dan berkeinginan melanjutkan pendidikan ke jenjang yang lebih tinggi. Kebijakan ini menjadi suatu sistem dan solusi memotong rantai anak putus sekolah karena kebijakan ini tidak mengenal sistem tinggal kelas, dengan cara deteksi dini atau klinik terhadap potensi dan bakad anak dalam rangka meningkatkat mutu pendidikan.************ This study aims to evaluate the implementation of Sustainable Class Policy System (SKTB) policy in Gowa Regency, South Sulawesi Province. The focus of this study describes the scope, objectives, and benefits of a sustainable, fully developed class system policy, and the implementation and achievement of the SKTB. This study uses a qualitative approach with a countenance evaluation model with three stages of analysis including antecedent (context), transaction (process), and outcomes (impact). The data sources in this study are the head of the education office, the principal, teachers and the community. Data collection techniques include interviews, observation, and documentation. Data analysis using analysis techniques from Miles and Huberman includes data reduction, data presentation, and concluding. The results showed that this policy could provide complete education services and increase school participation and interest in learning according to their competencies. However, this policy is important to make system improvements by integrating all aspects of education services and improving the quality of infrastructure so that it can spur students to continue to excel and wish to continue their education to a higher level. This policy becomes a system and a solution to cut the chain of school dropouts because this policy does not recognize a classroom system, by means of early or clinical detection of children's potential and talents in order to improve the quality of education.
