Abstract

ABSTRAK Skripsi yang berjudul “Potret Gerakan Perlindungan Anak di Indonesia (1007-2016) ini menjawab bagaimana proses terbentuknya lembaga perlindungan anak seperti LPAI, Komnas PA, dan KPAI. Penelitian ini bertujuan untuk menggambarkan bagaimana potret dinamika gerakan perlindungan anak di Indonesia pada tahun 1997-2016. Metode yang digunakan adalah penelitian historis. Sumber penelitian ini terbagi menjadi sumber primer dan sumber sekunder. Sumber primer penelitian ini adalah arsip yang dikeluarkan langsung oleh KPAI dan Komnas PA, serta regulasi yang berkaitan dengan gerakan perlindungan anak. Selain itu, sumber primer penelitian ini juga berasal dari wawancara terhadap ketuaketua Komnas PA, KPAI, dan LPAI. Sementara itu, sumber sekunder penelitian ini berasal dari buku-buku, artikel, dan dokumen-dokumen terkait yang berkaitan dengan topik yang diteliti. Penelitian ini menunjukkan bahwa sampai hari ini setidaknya terdapat tiga lembaga perlindungan anak yang cukup populer, yaitu LPAI, Komnas PA, dan KPAI. Di luar aktivitas dengan tugas pokok sebagai penyelenggara perlindungan terhadap anak, ketiga lembaga tersebut memiliki dinamika internal organisasi masing-masing. Dan ternyata kehadiran ketiga lembaga populer tersebut belum cukup mampu untuk menekan angka kekerasan terhadap hak-hak anak. Kata Kunci: LPAI, Komnas PA, KPAI, dan Perlindungan Anak ******** ABSTRACT This study which titled as “Portrait of The Child Protiection Movement in Indonesia (1997-2016) shows how the process of the beginning of the child protection institutions such as LPAI, Komnas PA, and KPAI. This study which aims to describe the portrait of the dynamics of the child protection movement in Indonesia in 1997-2016. This study is used historical research method. The sources of this study is divided into primary and secondary sources. The primary sources of this study is archives that issued directly by KPAI and Komnas PA, as well as regulations related to the child protection movement. In addition, the primary source of this study also came from interviews with the chairmans of Komnas PA, KPAI, and LPAI. Meanwhile, secondary source of this study come from books, articles, and related documents to this topics studied. This study shows that to this day there are at least three popular child protection institutions, namely LPAI, Komnas PA, and KPAI. Apart from their main activities of providing protection for children’s rights, the three institutions have their respective internal organizational dynnamics. And it turns out that the presence of these three popular institutions has not been sufficient to reduce the number of violence against children’s rights.
