Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh anggaran pendidikan dan kualitas pembangunan teknologi informasi dan komunikasi terhadap mutu pembelajaran di Indonesia. Penelitian ini menggunakan data panel yang menggabungkan metode time series dan cross section. Data time series yang digunakan dalam penelitian ini dalah pada tahun 2015-2019 dan data cross section yang digunakan adalah 34 provinsi di Indoneisa. Penelitian ini menggunakan model regresi data panel dengan menggunakan random effect. Model persamaan regresi linear yang digunakan dalam penelitian ini adalah MP= 4123.903 + 0.030569 Log(AP) + 0.143455 Log(PTIK). Hasil penelitian menemukan bahwa anggaran pendidikan memiliki pengaruh positif dan signifikan terhadap mutu pembelajaran. Kualitas pembangunan teknologi informasi dan komunikasi memiliki pengaruh positif signifikan terhadap mutu pembelajaran. Hasil analisis secara simultan menunjukan bahwa anggaran pendidikan dan kualitas pembangunan teknologi informasi dan komunikasi bersama-sama berpengaruh secara signifikan terhadap mutu pembelajaran di indonesia. Pengaruh kedua variabel sebesar 52,78% sementara sisanyadipengaruhi oleh faktorlain.Kata kunci: anggaran pendidikan, kualitas pembangunan TIK, mutu pembelajaran. This study aims to determine the effect of the education budget and the quality of information and communication technology development on the quality of learning in Indonesia. This study uses panel data that combines time series and cross section methods. The time series data used in this study were in 2015-2019 and the cross section data used were 34 provinces in Indonesia. This study uses a panel data regression model using random effects. The linear regression model used in this study is MP = 4123.903 + 0.030569 Log(AP) + 0.143455 Log(PTIK). The results of the study found that the education budget had a positive and significant effect on the quality of learning. The quality of information and communication technology development has a significantpositive effect on the quality of learning. The results of the simultaneous analysis show that the education budget and the quality of information and communication technology development together have a significant effect on the quality of learning in Indonesia.The influence of the two variables is 52.78% while the rest is influenced by other factors.Keywords: education budget, quality of ICT development, quality of learning.
