Abstract

ABSTRAK Adis Ardana Putri, Kesadaran Hukum terhadap Peraturan Larangan Impor Pakaian Bekas. Skripsi. Jakarta: Program Studi Pendidikan Pancasila dan Kewarganegaraan, Fakultas Ilmu Sosial, Universitas Negeri Jakarta, Juni 2021. Penelitian ini bertujuan untuk mengetahui bagaimana kesadaran hukum penjual dan pembeli terhadap peraturan mengenai larangan impor pakaian bekas serta mengidetifikasi upaya yang dapat dilakukan untuk meningkatkan kesadaran hukum penjual dan pembeli. Metode yang digunakan dalam penelitian ini ialah kualitatif deskriptif dengan teknik pengumpulan data wawancara dan dokumentasi. Wawancara dilakukan dengan enam orang informan yaitu tiga orang penjual dan tiga orang pembeli. Key Informan dilakukan dengan kepala gudang karungan atau ball pakaian bekas impor dan diperkuat dari pendapat expert yang ahli di bidang tersebut. Teknik kalibrasi keabsahan data menggunakan bahan referensi berupa peraturan perundang- undangan yang mendukung, trianggulasi data, dan expert opinion. Teknik analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil temuan penelitian menunjukan bahwa dalam empat indikator kesadaran hukum, baik Pengetahuan, Pemahaman, Sikap, dan Perilaku penjual dan pembeli antara lain karena belum mengetahui adanya peraturan, beserta fungsi dan kegunaan dari adanya peraturan larangan impor pakaian bekas. Kesimpulan dari penelitian ini ialah belum terjadinya kesadaran hukum pada pelaku penjual dan pembeli pakaian bekas impor. Dalam peningkatan kesadaran hukum, upaya yang dapat dilakukan ialah: sosialisasi hukum, dan penegakan sanksi Kata Kunci : Kesadaran Hukum, Pakaian Bekas Impor, Undang-Undang ABSTRACT Adis Ardana Putri, Legal Awareness of the Import Used Clothes Regulation. The aim of this research is to knew the sellers and buyers’ awareness upon the prohibition on imported used clothes, as well as to identify efforts that can be done to increasing the awareness towards the imported used clothes regulations. The method used in this research is descriptive qualitative with interview and documentation as the data collection techniques. The interviews were conducted with six informants, which consists of three sellers and three buyers. The key informant was the head of the warehouse known as ball or karungan imported used clothes and strongly advised by an expert in that department. The data validity calibration technique uses reference materials, such as supported legislation, triangulation data, and opinions by experts. The data analysis techniques used are data reduction, data presentation, and then the conclusions. The results shows that the four indicators of legal awareness whether it’s the Knowledge, Understanding, Attitude, and Legal Behavior from the sellers and buyers which because they are unaware of the existence, along with the functions and use of the regulations from prohibiting the imported used clothes. The conclusion of this study is that there is no legal awareness among sellers and buyers of imported used clothing. Therefore, in increasing legal awareness, the efforts that can be done such as legal socialization, and enforcement of sanctions. Keywords: Legal awareness, Imported Used Clothes, Regulations.
