Abstract

ABSTRAK M Rafidhan Hindani. Strategi Pembinaan Pengurus OSIS dalam Menanamkan Karakter Disiplin (Studi kualitatif Pada SMP Labschool Cibubur). Skripsi. Jakarta: Program Studi Pendidikan Pancasila dan Kewarganegaraan, Fakultas Ilmu Sosial, Universitas Negeri Jakarta, 2021 Penelitian ini bertujuan untuk menemukan strategi Pembinaan Pengurus OSIS dalam menanamkan karakter Disiplin. Dalam hal ini disiplin mengerjakan setiap program kerja. dilihat dari kebijakan sekolah dalam bidang kesiswaan, kemudian proses seleksi para pengurus OSIS serta pelaksanaan program kerja di lapangan. Metode yang digunakan dalam penelitian ini adalah metode kualitatif Deskriptif dengan menggunakan teknik pengumpulan data, pertama adalah Observasi kegiatan OSIS, kemudian kedua adalah wawancara dengan Pengurus OSIS, Majelis Pembimbing Organisasi (MPO), Wakil Bidang Kesiswaan dan Kepala sekolah. Ketiga adalah studi dokumentasi dengan mengamati media sosial SMP Labschool Cibubur, kemudian Resentra Labschool, Buku Pedoman Siswa, AD/ART OSIS dan Garis Besar Program Kerja. Penelitian ini di lakukan pada bulan Mei – Juli 2021. Wawancara dilakukan dengan informant terdiri dari 5 Pengurus OSIS yang dipilih secara acak dan key informant yaitu Majelis Pembimbing Organisasi, Wakil Bidang Kesiswaan dan Kepala Sekolah. Dengan diperkuat pendapat ahli atau expert opinion yang memahami penelitian tersebut. Hasil Temuan penelitian menunjukan bahwa kebijakan sekolah dalam bidang kesiswaan yang tertuang dalam Depdikbud nomor 226/C/Kep/O/1992 pasal 3 tentang tujuan pembinaan Kesiswaan. salah satu implementasinya adalah dengan keberadaan OSIS sebagai Organisasi yang sah di lingkungan sekolah. Dalam pelaksanaanya para pengurus OSIS ini merupakan contoh bagi siswa dan siswi di SMP Labschool Cibubur. Serta kerja sama diantara guru, orang tua dan MPK dengan masing-masing peran yang maksimal merupakan tahap berikutnya dalam menanamkan karakter disiplin. Kemudian membuktikan penanaman karakter disiplin tersebut dilihat melalui implementasi para pengurus OSIS dalam melaksanakan program kerja yang sudah mereka sepakati dengan MPK dalam periode 2020-2021. Kesimpulan dalam penelitian ini adalah bahwa Pembinaan OSIS merupakan cara sekolah dalam menanamkan karakter. Hal ini berdasar pada surat keputusan Dirktorat Jenderal Pendidikan Dasar dan Menengah No 226/C/O/1992 tentang tujuan Pendidikan Karakter, yakni dengan adanya OSIS dan MPK, Ekstrakurikuler, Wawasan Wiyata Mandala, Latihan Kepemimpinan. Strateginya yakni dengan maksimalisasi peran MPK sebagai pengawas daripada OSIS, keberadaan AD/ART sebagai product hukum yang harus dijalankan dan budaya sekolah yang demokratis serta peran orangtua dalam memberikan pendidikan karakter di lingkungan keluarga. This study aims to find a strategy for the development of OSIS management in instilling the character of discipline. In this case the discipline of working on each work program. seen from school policies in the field of student affairs, then the selection process for OSIS management and the implementation of work programs in the field. The method used in this research is descriptive qualitative method using data collection techniques, the first is the Observation of Student Council activities, then the second is interviews with the OSIS Management, Organizational Supervisory Council (MPO), Deputy for Student Affairs and the Principal. The third is a documentation study by observing the social media of the Labschool Cibubur Middle School, then the Labschool Resentra, the Student Manual, the OSIS AD/ART and the Outline of the Work Program. This research was conducted in May – July 2021. Interviews were conducted with informants consisting of 5 OSIS administrators who were randomly selected and key informants, namely the Organizational Advisory Council, Student Representatives and the Principal. With the reinforcement of expert opinion or expert opinion who understands the research. Research Findings of the study show that school policies in the field of student affairs are contained in the Ministry of Education and Culture number 226/C/Kep/O/1992 article 3 concerning the objectives of student development. one of the implementations is the existence of student council as a legitimate organization in the school environment. In its implementation, the OSIS management is an example for students at SMP Labschool Cibubur. As well as cooperation between teachers, parents and MPK with each maximum role is the next stage in instilling a disciplined character. Then proving the inculcation of the discipline character is seen through the implementation of the OSIS management in carrying out the work program they have agreed with MPK in the 2020-2021 period. The conclusion in this study is that OSIS coaching is a way for schools to instill character. This is based on the Decree of the Directorate General of Primary and Secondary Education No. 226/C/O/1992 regarding the objectives of Character Education, namely the existence of OSIS and MPK, Extracurricular, Wiyata Mandala Insights, Leadership Training. The strategy is to maximize the role of MPK as supervisor rather than OSIS, the existence of AD/ART as a legal product that must be carried out and a democratic school culture and the role of parents in providing character education in the family environment.
