Abstract

ABSTRACT The emergence of the COVID-19 pandemic was followed by the phenomenon of disinfodemic, i.e., massive hoaxes related to the COVID-19 pandemic. Therefore, strategic management of human resources of Government Public Relations (Pranata Humas) is needed for handling hoaxes earnestly. This research has a focus on developing a strategic management model of human resources for the Ministry of Communication and Information Public Relations in preventing hoaxes related to COVID-19. The research objectives are described in sub-focuses, i.e., to analyze: 1) the government's public relations work system; 2) the design of work procedures carried out by the Ministry of Communication and Information Public Relations in preventing hoaxes; 3) the work procedures of the Public Relations Office of the Ministry of Communication and Informatics in preventing hoaxes, and; 4) the work scheme of the Pranata Humas and the AIS Team at the Ministry of Communication and Informatics in preventing hoaxes. The purpose of this research is to analyze the focus and sub-focus which in turn design the development of a strategic management model of human resources for Public Relations in preventing hoaxes. The model is intended to answer the needs that arise as the final result of this research, as well as being a novelty character that shows originality or state of the art. ********** This study uses qualitative research and development methods through case studies and descriptive-analytic methods for data analysis. Data was collected through in-depth interviews, Focus Group Discussions (FGD), and document analysis which were analyzed using ATLAS.TI. The results of the research show that the government's public relations work system is carried out through a strategic plan contained in the government's public relations grand design with the Pranata Humas as the backbone for handling hoaxes, the work procedure of the Pranata Humas is not optimal in handling hoaxes because its role is still minim, where there is no structural synergy between the AIS Team and the Pranata Humas became the main evaluation of work procedures, in addition there was the fact that the digital technology capacity of the Pranata Humas was not sufficient. To optimize the handling of hoaxes in the era of the COVID-19 pandemic, it is necessary to develop a strategic management model for the Pranata Humas and the AIS Team through the Integrated Quantum Model as the novelty of this research.
