Abstract

Indonesia dalam indeks daya saing global berada pada posisi 50 dari 141 negara dan posisi ke empat di ASEAN setelah Singapura, Malaysia dan Thailand. Peringkat dalam Logistic Performance Index (LPI) berada pada posisi 46 dibawah India, Malaysia dan Vietnam. Rata-rata waktu dwelling time masih di atas 2,35 hari masih dibawah Malaysia 2,2 hari dan Singapura satu hari. Terminal Petikemas (TPK) Koja merupakan terminal yang diperuntukkan kegiatan bongkar muat barang khususnya petikemas. Kinerja karyawan yang baik akan mempengaruhi kualitas proses dan pelayanan bongkar muat yang dihasilkan. Penelitian ini merupakan penelitian kualitatif dengan studi kasus pada TPK Koja. Tujuan penelitian ini untuk mengidentifikasi KPI (Key Performance Indikator) yang dapat menunjang peningkatan Nilai TPK Koja dengan menggunakan rancangan HR Scorecard, serta menghitung bobot masing-masing KPI dengan menggunakan metode Analytical Hierarchy Process dan mengukur nilai pencapaian kinerja dengan metode scoring system dan evaluasi hasil pengukuran kinerja dengan Traffic Light System. Perancangan pengukuran kinerja dengan kerangka Human Resource Scorecard menghasilkan 60 KPI yang menunjang peningkatan nilai KSO TPK Koja, yaitu 15 KPI dari perspektif High Performance Works System, 15 KPI dari perspektif HR System Alignment, 15 KPI dari perspektif HR Efficiency, dan 15 KPI dari perspektif HR Deliverable. Hasil pengukuran kinerja karyawan KSO TPK berada pada level hijau dengan hasil kinerja sebesar 116,96% atau sangat baik. Namun, masih terdapat 2 KPI yang realisasi di bawah target, yaitu pelaksanaan pelatihan dan tingkat ketersediaan HT-ECH-RS. Maka perusahaan harus melakukan perbaikan pada KPI tersebut agar lebih meningkatkan nilai persentase KSO TPK Koja pada aspek Human Resource. Koja Container Terminal (TPK) is a terminal intended for loading and unloading of goods, especially containers. Good employee performance will affect the quality of loading and unloading processes and services produced. This research is qualitative research with a case study on TPK Koja. The purpose of this study is to identify KPIs (Key Performance Indicators) that can support the increase in Koja's TPK Value by using the design HR Scorecard, as well as calculating the weight of each KPI using the method Analytical Hierarchy Process and measuring the value of performance achievement using the method scoring system and evaluating the measurement results. performance with the Traffic Light System. The design of performance measurement with the framework Human Resource Scorecard produces 60 KPIs that support the increase in the value of KSO TPK Koja, namely 15 KPIs from the perspective of High-Performance Works System, 15 KPIs from the perspective of HR System Alignment, 15 KPIs from the perspective of HR Efficiency, and 15 KPIs from the perspective of HR Deliverables. The results of measuring the performance of KSO TPK employees are at the green level with a performance result of 116,96% or very good. However, there are still 2 KPIs whose realization is below the target, namely the implementation of training and the level of availability of HT-ECH-RS. So, the company must make improvements to the KPI in order to further increase the value of the percentage of KSO TPK Koja in the aspect Human Resource.
