Abstract

ABSTRACT Evaluation has important role on activities especially on policy implementation. The purpose of this evaluation research is to describe policy implementation towards logistical human resources utilisation in order to support the main task of TNI, hence the implementation of TNI force could be accomplished both in Military War Operations and Non-Military War Operations. This research is evaluation research which applies Countenance Stake's Model, that covers antecedents evaluation, transactions, and outputs. The subjects are logistical human resource personels in Mabes TNI. The data were collected by engaging interviews and documentations. The obtained data were analysed by qualitative and descriptive statistic. The results of the research shows that (a) Early stage of policy implementation utilisation towards logistical human resources TNI or planning (antecedents) had been planned thoughtfully, (b) utilisation of policy implementation on logistical human resources TNI at the process stage (transaction) has been done properly, (C) utilisation of policy implementation on logistical human resources TNI at the yield stage (outcomes) showed a decent result hence the corrective actions and recommendations to the Chief of TNI headquarters could be easily determined to consider in determining strategic policies in the field of TNI logistics human resources utilisation. ******** Evaluasi memiliki peranan yang penting dalam sebuah kegiatan termasuk pada kegiatan impelentasi kebijakan. Penelitian evaluasi ini bertujuan untuk mendeskripsikan impelementasi kebijakan penggunaan Sumber Daya Manusia logistik TNI di Mabes TNI dalam rangka mendukung tugas pokok TNI sehingga terselenggaranya pelaksanaan penggunaan kekuatan TNI baik Operasi Militer Perang maupun Operasi Militer selain perang. Penelitian ini adalah jenis penelitian evaluasi dengan menggunakan Model Countenance Stake’s, yang meliputi evaluasi antecedents, transactions, dan output. Subjek dalam penelitian ini adalah SDM logistik TNI yang ada di Mabes TNI.Pengumpulan data dilakukan dengan wawancara dan dokumentasi. Teknik analisis data yang digunakan adalah kualitatif dan statistik deskriptif. Hasil penelitian menunjukkan bahwa Hasil penelitian menunjukkan bahwa (a) Implementasi kebijakan penggunaan SDM logistik TNI tahap awal atau perencanaan (antecedents) telah terencana dengan baik, (b) Implementasi kebijakan penggunaan SDM logistik TNI pada tahap proses (transaction) telah terlaksana dengan baik, (c) ) Implementasi kebijakan penggunaan SDM logistik TNI tahap hasil (outcomes) telah menunjukkan hasil yang baik sehingga lebih mudah menentukan tindakan perbaikan dan rekomendasi yang ditujukan bagi Pimpinan Mabes TNI, sebagai pertimbangan dalam menentukan kebijakan strategis di bidang Penggunaan SDM logistik TNI.
