Abstract

ABSTRAK Penelitian ini bertujuan untuk mengevaluasi kinerja manajemen sumber daya manusia pada persemaian permanen BPDASHL Citarum Ciliwung dan Cimanuk Citanduy Kementerian Lingkungan Hidup dan Kehutanan. Pendekatan kualitatif dengan CIPP Evaluation Model digunakan untuk menganalisis serta AHP digunakan untuk dasar penyusunan keputusan. Hasil evaluasi CIPP menunjukkan aspek penilaian context berada pada tipe kriteria efektif, responsif dan tepat dalam hal tujuan pengelolaan SDM-nya. Hasil evaluasi input dari pengelolaan SDM juga memberikan keefisien pelaksanaan pengelolaan SDM-nya dan memberikan kecukupan dan perataan hasil yang diharapkan sesuai visi misi. Pada aspek process memberikan informasi bahwa pengelolaan SDM belum dapat dikatakan responsif. Hal ini karena belum diterapkannya jenjang/pola karir bagi para tenaga kerjanya. Sedangkan untuk hasil evaluasi product dapat dikatakan efektif dan efisien, namun belum cukup responsif. Pengelolaan SDM di persemaian permanen (PP) untuk mendukung kemampuan berbasis kompetensi bagi tenaga kerjanya belum dapat dikatakan mendukung. Hal ini sesuai hasil observasi di lapangan bahwa tenaga kerja yang ada secara pelaksanaan diklat belum memperoleh porsi yang cukup bagi peningkatan kompetensi mengingat evaluasi diklat belum dilakukan.. Analisis AHP di 6 (enam) persemaian permanen dengan 5 (lima) aspek sub kriteria (rekturmen, pelatihan, karir, kinerja, dan pengendalian) diperoleh hasil bahwa PP terpilih adalah PP Cimanggis, dengan aspek tertinggi pada pengendalian yaitu 46%. Sedangkan kelima PP dan empat aspek lainnya saat ini secara fakta belum menjadi prioritas. Hasil analisis menunjukkan besarnya porsi aktivitas pengendalian pada setiap PP konsisten dengan hasil evaluasi CIPP yang menyebutkan bahwa aspek contex dan input menyimpulkan efisien dan efektif. Temuan penelitian ini menunjukkan bahwa pengelolaan sumber daya manusia belum mendukung kemampuan berbasis kompetensi bagi para pekerjanya dan program kinerja sumber daya manusia perlu dilanjutkan dalam mendukung persemaian permanen secara berkelanjutan. Kata kunci: Manajemen SDM, Kinerja SDM, CIPP, AHP, rekrutmen, pola karir, pengendalian, pelatihan ABSTRACT This study aims to evaluate the performance of human resource management at the BPDASHL Citarum Ciliwung and Cimanuk Citanduy permanent nurseries at the Ministry of Environment and Forestry. A qualitative approach with the CIPP Evaluation Model is used to analyze and AHP is used as the basis for making decisions. The results of the CIPP evaluation show that the context assessment aspect is in the type of criteria that are effective, responsive and appropriate in terms of the objectives of HR management. The results of the evaluation of inputs from HR management also provide an efficient implementation of HR management and provide the adequacy and smoothing of the expected results according to the vision and mission. In the process aspect, it provides information that HR management cannot be said to be responsive. This is because there has not been a career path/pattern for its workforce. Meanwhile, the results of product evaluation can be said to be effective and efficient, but not responsive enough. Human resource management in permanent nurseries (PP) to support competency-based capabilities for its workforce cannot be said to be supportive. This is in accordance with the results of observations in the field that the existing workforce in the implementation of education and training has not received a sufficient portion for competency improvement considering that the training evaluation has not been carried out. AHP analysis in 6 (six) permanent nurseries with 5 (five) sub-criteria aspects (rekturmen, training, career, performance, and control) the results obtained that the PP chosen was PP Cimanggis, with the highest aspect of control being 46%. Meanwhile, the five PPs and the other four aspects are in fact not yet a priority. The results of the analysis show that the large portion of control activities in each PP is consistent with the results of the CIPP evaluation which states that the context and input aspects conclude that it is efficient and effective. The findings of this study indicate that human resource management has not yet supported competency-based capabilities for its workers and human resource performance programs need to be continued in supporting permanent nurseries in a sustainable manner.
