Abstract

This study aims to produce a quantitative literacy instrument for fourth grade elementary school which has content valid criteria, internally valid, reliable, free from DIF, and can provide information about the quantitative literacy ability of fourth grade elementary school students. On the basis of these objectives, the Research and Development methodology was used with a research procedure consisting of four steps, namely: Define, Design, Develop, and Disseminate. In the define stage, the instrument is constructed from interpretation, representation, calculation, assumption, analysis, and communication skills. In the design stage, the instrument was developed as many as 40 multiple choice items and then assessed for content validity by 6 experts with CVI analysis. In the develope stage, the instrument was tested on 480 fourth grade students in Semarang City and Demak Regency, then the item characteristics and respondent characteristics were analyzed using the Rasch Model Approach. In the disseminate stage, the instrument is disseminated to the respondent's schools. The results show that 40 items are content valid with a CVI value of 0.98. Then the characteristics of the instrument have 30 items that are valid and free from DIF, the reliability of the instrument has good criteria, the reliability of items with special criteria, and produces maximum information when given to individuals with moderate abilities. Furthermore, the characteristics of the respondents have sufficient reliability of answers, the average quantitative literacy ability is below the average difficulty of the questions with details the abilities of female students are better than the abilities of male students, and sequentially from the highest ability to the lowest starting from the ability of representation, communication, assumptions, calculations, interpretations, and analysis.
