Abstract

Tujuan dari penelitian ini adalah membangun model teoretis dengan pendekatan Goal Free Evaluation, untuk menemukan dampak dari seleksi terbuka, dengan melakukan evaluasi dampak negatif, dampak positif dan dampak positif sampingan. Teknik pengumpulan data dilaksanakan melalui wawancara dan observasi, sampel terdiri dari 100 orang informan kunci pejabat eselon III, dan 20 orang informan pendukung pejabat eselon II dan stakeholder. Teknik aktivitas yang digunakan adalah model Miles dan Huberman, yaitu Reduksi Data, Penyajian data, Kesimpulan dan Verifikasi. Penelitian ini menemukan fakta bahwa program seleksi terbuka bermanfaat bagi karir pegawai manakala ada dukungan dari pemimpin, peran dari organisasi manajemen sumber daya manusia dan minat dari individu pegawai. ********** The study aims to build theoretical model by using goal free evaluation in order to reveal the impact of open selection program, by evaluating the negative, positive, and side positive impact. The data collection was implemented through interview and observation, the sample were consists of 100 key informants from among high leadership position apparatus and 20 people of supporting informants from high leadership position apparatus and stakeholders. The activity technique used was Miles and Huberman model, including data reduction, data display, conclusion and verification. The study reveal a fact that open selection programs affect some advantages for the career over employees if it is supported by the leader, human resource management organisation, and inner individuals
