Abstract

The research aims to analyze the context, input, constraints that hinder the program, process, program implementation, and the impact of implementing the environmental development program in Bandar Lampung. The research take place in a public school in Bandar Lampung area with a junior high school (SMP) level. Public schools with high school level (SMA) were not used as research because the senior higg school policy had been taken over by Lampung provincial government. Interview carried out through; Principals, Teachers, PPDB (Admission sistem) Committees, Parents, Communities, Education Figures, Member of Commission V DPRD Bandar Lampung City, and observers. This study uses a post-positivist approach. The research design is a combination of two research models, namely CIPP and Adversary. Data analysis by triangulation: interview, observation, and documentation. The results of the study are: 1) The implementation of the program in terms of the context component is appropriate and does not violate applicable regulations, namely laws and regulations and regional regulations. 2) Public transparency is carried out regarding environmental development programs implemented in schools. 3) Implementation of the program is contrary to regional regulation Number 01 of 2012. 4) The process of admitting new students is carried out without a selection test but only administrative selection 5) In general, the implementation of the program is in accordance with the mandate of the 1945 Constitution. However, the implementation of the program violates Regional Regulation Number 01 of 2012 regarding the difference in quota between PERDA (District regulation) and PERWALI (municipality regulation). 6) The achievement of students and quality of environmental development can mostly compete with students from general or achievement pathways. 7) The impact of implementation is quite good for the community because it can reduce education problems for underprivileged families. *********** Penelitian bertujuan menganalisis context, input, kendala yang menghambat program, process, implementasi program, dampak implementasi program bina lingkungan di Bandar Lampung. Tempat penelitian adalah sekolah Negeri yang ada di wilayah Bandar Lampung dengan tingkat Sekolah Menengah Pertama (SMP). Sekolah Negeri dengan tingkat Sekolah Menengah Atas (SMA) tidak dijadikan penelitian dikarenakan kebijakan sekolah SMA telah diambil alih oleh pemerintah Provinsi Lampung. Wawancara dilaksanakan melalui; Kepala Sekolah, Guru, Panitia PPDB, Orang Tua, Masyarakat, Tokoh Pendidikan, Komisi IV DPRD Kota Bandar Lampung, pengamat. Penelitian ini menggunakan pendekatan post-positivist. Rancangan desain penelitian merupakan gabungan antara dua model penelitian yakni CIPP dan Adversary. Teknik analisis data dilakukan dengan triangulasi data: wawancara, pengamatan, dan dokumentasi. Hasil penelitian: 1) Pelaksanaan program ditinjau dari komponen context adalah telah sesuai dan tidak melanggar peraturan yang berlaku yaitu peraturan perundang-undangan dan peraturan daerah. 2) Dilakukan transparansi publik mengenai program bina lingkungan yang dilaksanakan di sekolah. 3) Pelaksanaan Implementasi program bertentangan dengan Peraturan daerah Nomor 01 Tahun 2012. 4) Proses penerimaan peserta didik baru dilakukan tanpa adanya seleksi tes melainkan hanya dilakukan seleksi administrasi. 5) Secara umum, pelaksanaan implementasi program telah sesuai dengan amanat Undang-Undang Dasar 1945, tetapi terdapat perbedaan kuota jumlah siswa yang ditentukan antara PERDA dan PERWALI. 6) Pencapaian prestasi dan mutu siswa bina lingkungan sebagian besar dapat bersaing dengan siswa dari jalur umum atau prestasi. 7) Dampak implementasi cukup baik bagi masyarakat karena dapat mengurangi permasalahan pendidikan bagi keluarga kurang mampu. Kata Kunci : Program Bina Lingkungan, CIPP Model, Adversary.
