Abstract

This study aims to examine the practice of human capital management APIP (internal supervisory apparatus) within the Ministry of Defense of the Republic of Indonesia using a balanced scorecard approach that has been modified from its four perspectives, namely the stakeholder perspective, the business internal process perspective, the learning, and growth perspective and the budgeting perspective so that the quality of performance from APIP as an internal supervisory organization can be seen to support the achievement of the organization's vision and mission. The method used in this research is a qualitative method with a case study type using purposive and snowball sampling with data collection techniques including documentation studies, interviews, and observations. The results of the study found that APIP's performance was not optimal in supporting the achievement of the vision and mission as well as organizational goals seen from each balanced scorecard perspective because the quality of human resources was not optimal, especially APIP auditors as the spearhead who played an essential role in determining organizational performance. The recommendations given included the importance of increasing the competency aspect of HR through education and training for functional auditor (JFA) certification according to the level of position, improving organizational structure, improving the quality of the code of ethics, and improving the recruitment system, performance management, career developement and increasing the budget according to operational needs as well as fostering APIP human capital with the aim of so that the quality of APIP as an internal supervisory organization can achieve world-class quality. ************** Penelitian ini bertujuan untuk mengkaji praktik pengelolaan human capital APIP (Aparat Pengawasan Internal Pemerintah) di lingkungan Kementerian Pertahanan Republik Indonesia dengan menggunakan pendekatan balanced scorecard yang telah dimodifikasi keempat perspektifnya dari aslinya menjadi perspektif stakeholder, perspektif internal bisnis process, perspektif learning and growth serta perspektif budgetting sehingga kualitas kinerja dari APIP sebagai organisasi pengawas internal dapat sepenuhnya mendukung pencapaian visi dan misi organisasi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan tipe studi kasus menggunakan purposive dan snowball sampling dengan teknik pengumpulan data meliputi studi dokumentasi, wawancara, dan observasi. Hasil penelitian terhadap masing-masing perspektif balanced scorecard menemukan bahwa kinerja APIP belum optimal dalam mendukung pencapaian visi dan misi serta tujuan organisasi terutama disebabkan kualitas sumber daya manusia yang belum optimal, terutama auditor APIP sebagai ujung tombak yang berperan penting menentukan pencapaian kinerja organisasi. Rekomendasi penelitian yang diberikan antara lain pentingnya peningkatan aspek kompetensi SDM melalui pendidikan dan pelatihan sertifikasi jabatan fungsional auditor (JFA) sesuai jenjang jabatan, perbaikan struktur organisasi, peningkatan kualitas kode etik, dan perbaikan sistem rekruitmen, pengelolaan kinerja dan pengembangan karier serta upaya meningkatkan anggaran sesuai kebutuhan operasional serta membina human capital APIP dengan tujuan agar kualitas APIP sebagai organisasi pengawas internal dapat mencapai kualitas kelas dunia.
