Abstract

ABSTRAK Penelitian ini bertujuan untuk membangun strategi dan kebijakan peningkatan kualitas Sumber Daya Manusia (SDM) di sektor publik, serta mengembangan model peningkatan kualitas SDM melalui analisis pengaruh kompetensi soft-skill, altruisme, dan teamwork terhadap kualitas SDM dengan innovative work behaviour (IWB) sebagai mediating variable. Kualitas SDM diperlukan untuk mendukung pencapaian tujuan strategis organisasi dan peningkatan pelayanan organisasi kepada masyarakat. Penelitian ini menggunakan metode penelitian kuantitatif dengan sampel 460 responden pegawai BPS yang mengisi kuesioner secara e-survey. Metode analisis yang digunakan terdiri dari analisis deskriptif cross-tabulation, kuadran analisis serta analisis inferensial yaitu Structural Equation Model (SEM). Temuan dari penelitian ini menunjukkan bahwa innovative work behaviour sebagai mediating variable secara signifikan berpengaruh terhadap kualitas SDM. Pengaruh tidak langsung IWB terhadap kualitas SDM lebih kuat, menggambarkan bahwa IWB sebagai akselerator dalam peningkatan kualitas SDM. Karakteristik IWB dalam penelitian ini meliputi: menumbuhkan ide/gagasan baru, membangun kreativitas, dan penerapan ide/gagasan baru sebagai pendorong inovasi dalam bekerja. Selain itu, temuan penelitian ini dapat memperkaya bukti penelitian empiris yang terbatas tentang dimensi kualitas sumber daya manusia yang berkontribusi pada efektivitas dan daya saing organisasi, terutama di Era Digital. Dalam praktik manajemen, pembuat kebijakan organisasi dapat menentukan strategi dan kebijakan berdasarkan model kualitas sumber daya manusia yang secara signifikan mempengaruhi pencapaian visi, misi dan tujuan strategis organisasi. Strategi dan kebijakan peningkatan kualitas SDM diimplementasikan melalui framework tata kelola dan model peningkatan kualitas SDM sektor publik yang disebut model ELMA (Eni Lestariningsih Madhakomala Asmawi). Kata kunci: innovative work behaviour, altruisme, kompetensi soft-skill, teamwork, kualitas Sumber Daya Manusia, model ELMA ********** ABSTRACT This study aims to develop strategies and policies to improve the quality of Human Resources (HR) in the public sector, as well as develop a model for improving the quality of human resources through an analysis of the influence of soft-skill competence, altruism, and teamwork on the quality of human resources with innovative work behavior (IWB) as a mediating variable. The quality of human resources is needed to support the achievement of the organization's strategic goals and improve the organization's services to the community. This study uses quantitative research methods with a sample of 460 BPS employee respondents who filled out the questionnaire by e-survey. The analytical method used consists of descriptive crosstabulation analysis, quadrant analysis and inferential analysis, namely the Structural Equation Model (SEM). The findings of this study indicate that innovative work behavior as a mediating variable significantly influences the quality of human resources. The indirect effect of IWB on the quality of human resources is stronger, illustrating that IWB is an accelerator in improving the quality of human resources. The characteristics of IWB in this study include growing new ideas, building creativity, and implementing new ideas as a driving force for innovation in work. In addition, the findings of this study can enrich the limited empirical research evidence on the dimensions of human resource quality that contribute to organizational effectiveness and competitiveness, especially in the Digital Era. In management practice, organizational policy makers can determine strategies and policies based on human resource quality models that significantly affect the achievement of the organization's vision, mission, and strategic goals. Strategies and policies for improving the quality of human resources are implemented through a governance framework and a model for improving the quality of human resources in the public sector called the ELMA model (Eni Lestariningsih Madhakomala Asmawi).
