Abstract

Penelitian ini bertujuan untuk mengidentiikasi dan menganalisis peran serta stakeholders dalam pengurangan risiko banjir di Provinsi DKI Jakarta. Penelitian ini menggunakan pendekatan mixed method, yaitu perpaduan pendekatan kuantitatif dan pendekatan kualitatif. Penentuan sampel menggunakan metode purposive sampling yang terdapat 27 stakeholder Pemerintah Provinsi DKI Jakarta dilengkapi dengan wawancara terhadap 27 informan kunci. Teknik analisis data menggunakan program MACTOR (Matrix of Alliances and Conflict Tactics, Objectives, and Recommendations). Hasil penelitian menunjukkan bahwa dari 27 stakeholder Pemerintah Provinsi dalam pengurangan risiko banjir ini mereka memiliki pengaruh dan ketergantungan yang berbeda – beda dimulai dari income, pemberdayaan lingkungan, pembangunan daerah, dan keselamatan jiwa. Dalam upaya pengurangan risiko banjir di Provinsi DKI Jakarta Peran dan fungsi stakeholder sangat dibutuhkan dalam pengendalian bencana banjir. Maka, penelitian ini hendak mengeksplorasi peran-peran yang dilakukan oleh stakeholder. BPBD dan Kepala BPBD mempunyai peran sentral bersama dengan SEKDA, Walikota, Camat dan Lurah setempat. Sedangkan Dinas Perindustrian, Perdagangan, Koperasi, Usaha Kecil dan Menengah merupakan aktor yang mempunyai pengaruh paling rendah dalam pengurangan risiko banjir ini. Kata Kunci: Stakeholder, Pengurangan risiko banjir ************************ This study aims to identify and analyze the role of stakeholders in reducing flood risk in DKI Jakarta Province. This study uses a mixed method approach, which is a combination of a quantitative approach and a qualitative approach. Determination of the sample using purposive sampling method, there are 27 stakeholders of the Provincial Government of DKI Jakarta equipped with interviews with 27 key informants. The data analysis technique used the MACTOR program (Matrix of Alliances and Conflict Tactics, Objectives, and Recommendations). The results show that of the 27 provincial government stakeholders in reducing flood risk, they have different influences and dependencies starting from income, environmental empowerment, regional development, and life safety. In an effort to reduce flood risk in DKI Jakarta Province, the roles and functions of stakeholders are needed in controlling flood disasters. So, this research wants to explore the roles played by stakeholders. The BPBD and the Head of the BPBD have a central role along with the local SEKDA, Mayor, Camat and Lurah.
