Abstract

Penelitian ini bertujuan untuk menganalisis kebutuhan-kebutuhan yang diperlukan untuk meningkatkan kinerja aparatur Bidang Otonomi Daerah dan Pemerintahan Umum. Tahapan yang dilalui meliputi: mengidentifikasi kesenjangan, menentukan kebutuhan, serta menentukan rekomendasi solusi yang tepat. Analisis kebutuhan menggunakan model Analisis Kebutuhan oleh Witkins dan Altschuld (3 Fase Penilaian). Penelitian ini merupakan penelitian deskriptif yang dilaksanakan di Bidang Otonomi Daerah dan Pemerintahan Umum Badan Diklat Kemendagri. Pengumpulan data dilakukan dengan angket dan wawancara. Angket dianalisis dengan metode statistik deskriptif, sedangkan wawancara melalui reduksi data, penyajian data dan kesimpulan. Hasil penelitian menunjukkan kebutuhan untuk meningkatkan kinerja aparatur adalah kurangnya wawasan 55,56% aparatur tentang Otonomi Daerah dan Pemerintahan Umum, tidak diterapkannya pembelajaran orang dewasa oleh 66,67% aparatur, kurangnya keterampilan teknis pendukung tugas 44,44% aparatur, belum terampilnya 77,78% aparatur mengelola aplikasi anggaran SIRA, belum disusunnya rencana program diklat dengan baik oleh 66,67% aparatur, belum mampunya 44% aparatur mengevaluasi tenaga pengajar, tidak dibuatnya kumpulan data alumni diklat oleh 78% aparatur, tidak disusunnya jadwal diklat sesuai sekuen pembelajaran oleh 77,78% aparatur, belum mampunya 77,78% aparatur mencetak Sertifikat, belum disusunnya Laporan Evaluasi Penyelenggaraan Diklat dengan baik oleh 77,78% aparatur serta dokumen tidak ditata dengan baik oleh 66,67% aparatur. Rekomendasi solusi yang diberikan adalah beberapa kegiatan kediklatan, kebijakan baru, penyediaan petunjuk teknis, fasilitas dan alat bantu serta supervisi pimpinan. Implikasi dari penelitian ini adalah hasil penelitian ini dapat digunakan sebagai referensi oleh pihak terkait untuk menentukan upaya tindak lanjut peningkatan kinerja aparatur dalam melaksanakan tugas dan fungsi. *The purpose of this research is to analyze the need that are required to improve performance of Regional Autonomy and Public Government Training Region. The steps began with identifying the gaps, determining the needs and selecting appropriate recommendation of solutions. This needs analysis using Witkins and Altschuld Need Assessment Model (3 Phase of Assessment). This research is a descriptive study that is implemented at Regional Autonomy and Public Government Training Region of Education and Training Institution, Ministry of Home Affairs. The data were collected by distributing questionnaires and interviews. Questionnaires were analyzed with descriptive statistical methods, while the interview conducted through data reduction, data display and conclusion. The results showed needs to improve performance of the apparaturs are a lack of concept of 55,56% apparaturs on Regional Autonomy and the Public Government, less implementation of the Andragogy Instructional by 66,67% of apparaturs, lack of technical skills support of 44,44% apparaturs, lack of skills 77,78% of apparaturs to applicating SIRA, unwell conceived of annual training program plan by 66,67% of apparaturs, lack of skills 44% of apparaturs to evaluate Trainning Instructures, 78% of apparaturs never made the database of training alumni, 77,78% of apparaturs were made training schedules not accordance to sequence of learning, 77,78% of apparaturs are inability to printing Certificates, The Education and Training Implementation Evaluation Reports were not arranged well by 77,78% of apparaturs, and the documents were not laid out properly by 66,67% of apparaturs. The recommended solutions of those needs are some education and training programs of apparaturs, new policies, provision of technical guidance, facilities and tools and leaders supervision. The implication of this research is the result of this research can be used as a reference for stakeholder to determine the follow-up of the apparaturs performance improvement
