Abstract

ABSTRAK Penelitian ini bertujuan untuk mendeskripsikan dan memperoleh pemahaman mengenai Strategi Pengelolaan Program Sekolah Gratis (PSG) di Kabupaten Musi Banyuasin (MUBA) Provinsi Sumatera Selatan. Fokus penelitian adalah pembahasan mengenai strategi pengelolaan program sekolah gratis. Sub-fokus penelitian meliputi (1) Perencanaan program sekolah gratis, (2) Pengorganisasian program sekolah gratis, (3) Kepemimpinan program sekolah gratis, dan (4) Pengawasan program sekolah gratis. Penelitian ini menggunakan pendekatan penelitian kualitatif dengan metode studi kasus. Teknik dan prosedur pengumpulan data mempergunakan wawancara, observasi, dan dokumentasi. Verifikasi keabsahan data dilakukan dengan kredibilitas, transferbilitas, dependebilitas, dan komfirmabilitas. Teknik analisis data yang digunakan adalah teknik Miles dan Huberman, terdiri dari tiga alur kegiatan atau proses yang terjadi bersamaan yakni data reduksi, data display dan penarikan kesimpulan/verifikasi. Hasil penelitian (1) Perencanaan program sekolah gratis sudah melalui tahapan tahapan yang semestinya yaitu dimulai dari proses penyusunan anggaran, berapa anggaran yang dapat dipergunakan untuk program tersebut, siapa saja yang terlibat dalam pelaksanaan, penyusunan organisasi sekolah gratis, sampai pada bentuk pengawasan yang akan dilakukan terkait dengan pelaksanaan program sekolah gratis. (2) Pengorganisasian pada pelaksanaan program sekolah gratis di kabupaten MUBA sudah sesuai dengan fungsinya diawali dibentuknya struktur organisasi ,adanya pembagian tugas dan wewenang tim manajemen di Dinas Pendidikan dan Kebudayaan dan tim manajemen di sekolah.(3) Kepemimpinan PSG di kabupaten MUBA dilaksanakan secara berjenjang dan saling bersinergi sesuai peran masing-masing dari pemerintah daerah,tim Dinas Pendidikan dan Kebudayaan dan tim di sekolah. (4) Pengawasan yang dilakukan oleh Pemda MUBA dalam pelaksanaan PSG dilakukan melalui pengawasan internal oleh tim manajemen Dinas Pendidikan dan Kebudayaan dan pengawasan eksternal yang dilakukan oleh Inspektorat kabupaten MUBA. Kata Kunci : Strategi, Pengelolaan, Perencanaan, Pengorganisasian, kepemimpinan, Pengawasan ************ ABSTRACT This study aims to describe and gain an understanding of the management strategy of the Free School Program, Program Sekolah Gratis (PSG) in Musi Banyuasin District (MUBA), South Sumatra Province. The focus of the research is a discussion of the management strategies for PSG. The research sub-focuses include (1) planning of free school programs, (2) organizing of free school programs, (3) free school program leadership, and (4) supervising of free school programs. This research used a qualitative research approach with a case study method. Data collection techniques and procedures used interviews, observation and documentation. The verification of data validity was carried out by means of credibility, transferability, dependability and confirmability. The data analysis technique used the Miles and Huberman technique, which consists of three flow activities or processes that occur simultaneously, namely data reduction, data display and conclusion/ verification. Based on the results of data analysis : (1) PSG planning has gone through the proper stages, namely starting from the budget preparation process, how much budget can be used for the program, who is involved in the implementation, the preparation of free school organizations, until to the form of supervision that will be carried out in relation to PSG implementation. (2) The organization of the implementastion of the free school program in MUBA Regency has already conducted in accordance with is fuction,starting with the establishment of an organizational structure, the vision of tasks and authority of the management team at the Education and Culture Office and the management team at schools. (3) The leadership of PSG in MUBA Regency is carried out in stages and in synergy according to the role of the local government,the education and Culture Office team ,and the team at the school. (4) The supervision carried out by Muba Regency in the implementation of the PSG is carri ed out through internal supervision by the management team of the Education and Culture Office and external supervision is carried out by the MUBA Regency Inspectorate.
