Abstract

Tujuan penelitian ini untuk mendeskripsikan pelaksanaan manajemen keuangan sekolah gratis ditinjau dari peran kepala sekolah, bendahara sekolah, dan pengawas di SMAN 3, SMAN 22, dan MAN 3 Palembang. Penelitian ini mengggunakan pendekatan penelitian kualitatif dengan metode multisitus. Teknik pengumpulan data penelitian ini menggunakan teknik observasi, wawancara dan studi dokumentasi. Untuk menganalisa data digunakan Miles-Huberman dengan mengikuti langkah-langkah reduksi data, display data, verifikasi, pengujian keabsahan data, dan memperoleh kesimpulan melalui triangulasi sumber data dan triangulasi teknik. Hasl penelitian ini: (1) Kepala sekolah berperan penting dalam manajemen keuangan sekolah untuk membangun visi, merencanakan anggaran, memimpin anggaran, dan penguatan dengan koordinasi. Walaupun dari aspek kepemimpinan kepada sekolah berbeda SMAN 3 berciri birokratis, SMAN 22 berciri enterprenuer, dan MAN 3 berciri enterprenuer dan visioner; (2) Bendahara sekolah sebagai pelaksana keuangan telah menjalankan akutansi sekolah dengan profesional dan kreatif, namun juga harus memiliki kepribadian yang jujur, dipercaya, dan terbuka. Walaupun, SMAN 3 belum terbuka, sedangkan SMAN 22 dan MAN 3 transparan dan terbuka; (3) Pengawasan penggunaan dana sekolah gratis telah berjalan sesuai aturan dan memberikan masukan kesalahan dalam laporan keuangan dana sekolah gratis; (4) Pengembangan manajemen keuangan sekolah gratis dititiktekankan kepada melaksanakan akutansi sektor publik, pelaksanaan berbasis online, dan pelayanan publik. Selain itu, usaha untuk penambahan sumber dana juga bagian manajemen keuangan yang ditekankan pada pengelolaan kantin dan koperasi sekolah. Temuan ini menyarankan agar pelaksanaan manajemen keuangan sektor publik dilaksanakan oleh kepala sekolah yang visioner dan bendahara yang kompeten dan berkepribadian dalam sebuah etika dalam manajemen keuangan sekolah. *The purpose of this study is to describe the implementation of free school financial management in terms of the role of the principal, school treasurer, and supervisors at SMAN 3, SMAN 22, and MAN 3 Palembang. This study uses a qualitative research approach with multisite methods. The data collection technique of this study uses observation, interview and documentation study techniques. To analyze the data used Miles-Huberman by following the steps of data reduction, displaying data, verifying the validity of data testing, and obtaining conclusions through data source triangulation and technical triangulation. The results of this study: (1) Principals play an important role in school financial management to build vision, plan budgets, lead budgets, and strengthen coordination. Even though from the aspect of leadership to different schools, SMAN 3 is characterized by bureaucracy, SMAN 22 is characterized by an entrepreneur, and MAN 3 is characterized by an entrepreneur and visionary; (2) The school treasurer as financial executor has carried out professional and creative school accounting, but must also have an honest, trustworthy and open personality. Even though, SMAN 3 is not yet open, while SMAN 22 and MAN 3 is transparent and open; (3) Supervision of the use of free school funds has gone according to the rules and provided input on errors in the financial statements of free school funds; (4) Development of free school financial management is emphasized on implementing public sector accounting, implementing online-based, and public services. In addition, efforts to increase funding sources are also part of financial management which is emphasized in the management of canteens and school cooperatives. This finding suggests that the implementation of public sector financial management is carried out by visionary principals and treasurers who are competent and personality in an ethic in school financial management.
