Abstract

Sampah merupakan persoalan yang tidak hanya berdampak pada pencemaran lingkungan namun juga terjadinya potensi konflik di masyarakat, salah satunya adalah konflik laten. Penelitian ini bertujuan untuk mendeskripsikan konflik laten yang terjadi di Desa Babakanreuma, mendeskripsikan peran BUMDesa Amar Jaya dalam pengelolaan sampah di Desa Babakanreuma, mendeskripsikan resolusi konflik laten yang dibangun oleh Pemerintah Desa Babakanreuma dalam mengatasi persoalan pengelolaan sampah masyarakat. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara mendalam, dan dokumentasi. Subjek penelitian ini sebanyak 11 informan dan 1 orang informan triangulasi data. Lokasi penelitian di Desa Babakanreuma, Kecamatan Sindangagung, Kabupaten Kuningan. Waktu penelitian dimulai tanggal 1 Desember 2021 – 8 April 2022. Data hasil penelitian dianalisis menggunakan konsep konflik laten dari Simon Fisher. Hasil penelitian adalah adanya konflik laten yang terjadi di Desa Babakanreuma karena pengelolaan sampah masyarakat yang belum baik. Bentuk konflik laten yang terjadi di Desa Babakanreuma berupa ketegangan antar warga, kekecewaan antar warga, protes warga terhadap aturan pembuangan sampah. Konflik laten yang terjadi karena aspek-aspek pengelolaan sampah yang belum berjalan dengan baik. Dalam Simon Fisher resolusi konflik melalui negosiasi, mediasi dan kekuasaan sebagai suatu proses penyelesaian konflik. Pemerintah membuat BUMDes Amar Jaya unit Usaha Pengelolaan Sampah dalam upaya penyelesaian konflik laten di Desa Babakanreuma. ***** Garbage is a problem that not only has an impact on environmental pollution but also the potential for conflict in the community, one of which is latent conflict. This study aims to describe the latent conflict that occurred in Babakanreuma Village, describe the role of Amar Jaya BUMDes in waste management in Babakanreuma Village, describe latent conflict resolution built by the Babakanreuma Village Government in overcoming community waste management problems. The research method used is qualitative with a case study approach. Data collection techniques were carried out by means of observation, in-depth interviews, and documentation. The subjects of this study were 11 informants and 1 informant of data triangulation. The research location is in Babakanreuma Village, Sindangagung District, Kuningan Regency. The time of the research starts on December 1, 2021 – April 8, 2022. The data from the research were analyzed using the concept of latent conflict from Simon Fisher. The result of the research is that there is a latent conflict that occurs in Babakanreuma Village due to poor community waste management. The form of latent conflict that occurred in Babakanreuma Village was in the form of tension between residents, disappointment between residents, residents' protests against the rules of waste disposal. Latent conflicts that occur due to aspects of waste management that have not gone well. In Simon Fisher conflict resolution through negotiation, mediation and power as a process of conflict resolution. The government created BUMDes Amar Jaya a Waste Management Business unit in an effort to resolve latent conflicts in Bbakanreuma Village.
