Abstract

EVALUASI PROGRAM DIKLAT PENGEMBANGAN SPESIALIS PENINDAKAN PELANGGARAN LALU LINTAS BAGI PERWIRA PERTAMA POLRI DI PUSAT PENDIDIKAN LALU LINTAS POLRI Varian Fauzan Teknologi Pendidikan ABSTRAK Penelitian ini bertujuan untuk mendeskripsikan sejauh mana ketercapaian pelaksanaan program Diklat pengembangan spesialis penindakan pelanggaran bagi perwira pertama Polri di Pusdik Lantas ditinjau sampai level 3 dari model evaluasi Donald Kirkpatrick, yaitu: Level 1 (Reaksi) mengukur reaksi peserta Diklat terhadap penyelenggara Diklat, Level 2 (Belajar) mengukur hasil belajar peserta Diklat, serta Level 3 (Perilaku) mengukur perubahan perilaku peserta Diklat ketika kembali ketempat kerja masing-masing. Penelitian dilaksanakan di Pusat Pendidikan Lalu Lintas Polri. Pendekatan penelitian yang digunakan dalam penelitian ini adalah pendekatan penelitian secara kualitatif. Teknik pengumpulan data melalui penyebaran kuesioner, pemberian tes, wawancara, dan studi dokumentasi. Jumlah responden pada evaluasi ini berjumlah 82 Responden terdiri dari 25 orang peserta Diklat, 9 orang tenaga pendidik, 2 orang pengasuh, 23 orang rekan kerja dan atasan kerja dari masing-masing peserta Diklat. Hasil penelitian pada Level 1 (Reaksi) menunjukkan terdapat 5 komponen penilaian yaitu intruktur/pelatih, jadwal pelatihan, media pelatihan, konsumsi/logistik dan latihan atau tugas direspon positif oleh peserta Diklat, sedangakan hal-hal lain yang direspon secara negatif oleh beberapa peserta Diklat yaitu pada komponen penilaian materi pelatihan dan fasilitas pelatihan. Level 2 (Hasil Belajar), yaitu peserta Diklat pada aspek pengetahuan memliki peningkatan yang signifikan dari hasil pemberian tes (pretest dan posttest), serta hasil belajar peserta Diklat pada aspek keterampilan dan sikap direspon positif terhadap tenaga pendidik dan pengasuh. Level 3 (Perilaku), yaitu perubahan perilaku pada aspek pengetahuan dan sikap direspon positif, sementara itu yang direspon secara negatif oleh beberapa atasan dan rekan kerja yaitu pada komponen penilaian aspek keterampilan dikarenakan ada beberapa peserta Diklat yang bukan berasal dari penegak hukum. Kata-kata kunci: evaluasi, pendidikan, pelatihan, lalu lintas ******** EVALUATION OF THE DEVELOPMENT OF THE TRAFFIC ABUSE SPECIALIST TRAINING PROGRAM FOR THE FIRST POLICE OFFICER AT PUSAT PENDIDIKAN LALU LINTAS POLRI Varian Fauzan Education Technology ABSTRACT This study aims to describe the extent to which the implementation of the education and training program for the development of specialist violations for the police at the Education and Training Center has been evaluated up to level 3 of Donald Kirkpatrick's evaluation model, namely: Level 1 (Reaction) measures the reaction of the training participants to the education and training provider, Level 2 ( Learning) measures the learning outcomes of training participants, and Level 3 (behavior) measures changes in training participants' behavior when they return to their respective workplaces. The research was conducted at the Police Traffic Education Center. The research approach used in this research is a qualitative research approach. Data collection techniques through the distribution of questionnaires, giving tests, interviews, and documentation studies. The number of respondents in this evaluation was 82 Respondents consisting of 25 training participants, 9 educators, 2 caregivers, 23 co-workers and work supervisors from each training participant. The results of the study at Level 1 (Reaction) showed that there were 5 components of the assessment, namely instructors/trainers, training schedules, training media, consumption/logistics and exercises or tasks that were responded positively by the training participants, while other things were responded negatively by some of the training participants. namely the components of the assessment of training materials and training facilities. Level 2 (Learning Outcomes), namely the education and training participants in the knowledge aspect had a significant increase in the results of the test (pretest and posttest), and the training participants' learning outcomes in the skills and attitude aspects responded positively to educators and caregivers. Level 3 (Behavior), namely changes in behavior in the aspects of knowledge and attitudes were responded positively, while those that were responded negatively by several superiors and co-workers were in the aspect of skills assessment component because there were several training participants who were not from law enforcement.
