Abstract

Lima nilai budaya kerja merupakan suatu ide baru yang yang dikeluarkan oleh Lukman Hakim Saifuddin yang saat itu menjabat sebagai Menteri Agama. Lima budaya kerja tersebut merupakan suatu ide yang dianggap sebagai sesuatu yang baru bagi seseorang individual khususnya Pegawai Kementerian Agama. Tujuan penelitian ini bertujuan untuk mendeskripsikan proses inovasi dalam suatu organisasi tentang Difusi Inovasi di Kementerian Agama. Penelitian ini menggunakan prosedur penelitian difusi yang dikembangkan oleh Rogers. Pertanyaan penelitian Bagaimanakah persepsi berbagai kalangan pegawai tentang atribut Lima Nilai Budaya Kerja Kementerian Agama sebagai suatu inovasi pada tahun 2015 sampai dengan 2019?, Bagaimanakah laju adopsi inovasi di kalangan pegawai Kementerian Agama (eselon 1, 2, 3, dan 4), JFU dan JFT berdasarkan tahapan inovasi (knowledge, persuation, decesion, implementation dan confirmation) pada tahun 2015 sampai dengan 2019?, Bagaimana peran agen perubahan dalam mendifusikan lima nilai budaya kerja sebagai inovasi pada tahun 2015 sampai dengan 2019?, Bagaimana peran Kementerian Agama terhadap inovasi lima nilai budaya kerja pada tahun 2015 sampai dengan 2019?, Bagaimana hambatan inovasi lima budaya kerja dengan organisasi (Kementerian Agama)? Teknik pengumpulan data menggunakan kuesioner dengan skala likkert. Sumber data penelitian diperoleh dari anggota organisasi yaitu Pegawai Kementerian Agama terdiri dari Pejabat Strukrual Eselon 2, 3 dan 4, JFU dan JFT. Teknik pengambilan sampel yang digunakan adalah purposive sampling. Analisis data yang digunakan adalah analisis deskriptif. Hasil penelitian menunjukkan bahwa inovasi lima budaya kerja telah menyebar di lingkungan Kementerian Agama yang menyatakan bahwa Kementerian Agama memiliki inisiasi inovasi lima nilai budaya kerja dengan menetapkan agenda dan sesuai dengan kebutuhan kementerian Agama sebagai organisasi. Selain itu, anggota organisasi baik pejabat Struktural eselon 2, 3, dan maupun JFU dan JFT menyatakan bahwa pelaksanaan lima nilai budaya kerja telah dilaksanakan dengan penataan organisasi, dan telah menjadi bagian dari kegiatan anggota organisasi dan telah menjadi jadwal rutin kegiatan Kementerian Agama. Kata Kunci: Budaya Kerja, Nilai, Regulasi, Kebijakan, Difusi Inovasi, Kementerian Agama ******** The five values of work culture are a new idea issued by Lukman Hakim Saifuddin, who at that time served as Minister of Religious Affairs. The five work cultures are an idea that is considered as something new for an individual, especially an employee of the Ministry of Religious Affairs. The purpose of this study aims to describe the process of innovation in an organization regarding the Diffusion of Innovation in the Ministry of Religious Affairs. This study uses the diffusion research procedure developed by Rogers. Research questions What are the perceptions of various employees about the attributes of the Five Cultural Values of the Ministry of Religious Affairs as an innovation in 2015 to 2019?, What is the rate of innovation adoption among employees of the Ministry of Religious Affairs (echelon 1, 2, 3, and 4), JFU and JFT based on the stages of innovation (knowledge, persuasion, decision, implementation and confirmation) in 2015 to 2019?, What is the role of change agents in diffusing the five values of work culture as innovation in 2015 to 2019?, What is the role of the Ministry of Religious Affairs in the five-value innovation work culture in 2015 to 2019? What are the barriers to innovation in the five work cultures with the organization (Ministry of Religious Affairs)? Data collection techniques using a questionnaire with a Likert scale. Sources of research data were obtained from organizational members, namely employees of the Ministry of Religious Affairs consisting of Echelon 2, 3, and 4 Structural Officials, JFU and JFT. The sampling technique used is purposive sampling. Analysis of the data used is descriptive analysis. The results showed that the five work culture innovations had spread within the Ministry of Religious Affairs which stated that the Ministry of Religious Affairs had initiated the innovation of five work culture values by setting an agenda and according to the needs of the Ministry of Religious Affairs as an organization. In addition, organizational members, both Structural echelon 2, 3, and JFU and JFT officials stated that the implementation of the five work culture values had been carried out by organizational structuring, and had become part of the activities of organizational members and had become a routine schedule for the activities of the Ministry of Religious Affairs.
