Abstract

Tujuan dari penelitian ini adalah untuk mengevaluasi implementasi program wajib belajar 12 tahun di Provinsi Sulawesi Tenggara. Penelitian evaluasi ini menggunakan metode kualitatif deskriptif dengan model CIPP. Data dalam penelitian ini diperoleh melalui observasi, wawancara dan studi dokumentasi. Analisis data menyimpulkan bahwa: (1) komponen context yaitu telah memiliki kejelasan dasar hukum, telah memiliki kejelasan tujuan dan telah memiliki kejelasan sasaran, (2) komponen input yaitu telah memiliki kejelasan dalam perencanaan, masih memiliki keterbatasan sumber daya manusia pelaksana program, masih memiliki sarana dan prasarana yang belum memadai, dan masih memiliki keterbatasan dalam pembiayaan program, (3) komponen process yaitu sosialisasi tidak dilakukan secara khusus, pelaksanaan program mengalami beberapa kendala, dan monitoring telah dilakukan, dan (4) komponen product yaitu capaian APM dan APK sekolah menengah setiap tahunnya meningkat. ********** The purpose of this research is to evaluate the implementation of the 12-year compulsory learning program in Southeast Sulawesi Province. This evaluation research uses a descriptive qualitative method with the CIPP model. The data in this study were obtained through observation, interviews and documentation studies. Data analysis concluded that: (1) the context component, which has clear legal basis, has clear objectives and has clear targets, (2) the input component, namely having clarity in planning, still having limited human resources for program implementers, still having inadequate facilities and infrastructure, and still having limitations in program financing, (3) the process component, namely the socialization was not carried out specifically, the program implementation experienced several obstacles, and monitoring had been carried out, and (4) the product component, namely the achievement of APM and APK for high schools increases every year.
