Abstract

As noted by the data, the population in the world would be kept increasing. Urgent research must be conducted, especially regarding how employees’ citizenship behavior toward the population views (CB) of the National Population and Family Planning Board (BKKBN) would be affected by their leadership styles mediated by motivation and integrity. A causal survey method was used by selecting 216 employees of BKKBN. There were four dimensions (idealized influence, inspirational motivation, intellectual stimulation, and individual consideration) used to measure leadership styles, three dimensions (direction, intensity, persistence) to measure motivation, and three dimensions also to measure integrity (honesty, consistent, trustworthiness), and two dimensions which each has three sub-dimensions (organizational and interpersonal) for measure citizenship behavior toward the population views. Data analyzed by path analysis. Research results showed that: i) leadership styles, motivation, and integrity affected directly and significantly on employees’ citizenship behavior toward the population views; ii) leadership styles directly and significantly affected motivation and employees’ integrity as well; iii) motivation and integrity were good mediated factors between leadership styles and employees’ citizenship behavior toward the population views. Therefore, in trying to change and empower employees’ citizenship behavior toward the population views, factors such as employees’ motivation and integrity, and how employees would perceive their superordinate as transformational leadership style should be considered by focusing on employees’ motivation and integrity in managing the BKKBN quality. Data menunjukkan bahwa, jumlah penduduk di dunia terus mengalami peningkatan. Penelitian ini mendesak dilakukan, terutama mengenai perilaku bijak berwawasan kependudukan pegawai di Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN) yang dipengaruhi oleh gaya kepemimpinan dan dimediasi oleh motivasi serta integritas. Metode survei kausal digunakan dengan memilih 216 pegawai BKKBN. Ada empat dimensi (idealized influence, inspirational motivation, intellectual stimulation, and individual consideration) yang digunakan untuk mengukur gaya kepemimpinan, tiga dimensi (direction, intensity, persistence) untuk mengukur motivasi, dan tiga dimensi juga untuk mengukur integritas (honesty, consistent, trustworthiness), dan dua dimensi yang masing-masing memiliki tiga sub-dimensi (organizational and interpersonal) untuk mengukur perilaku bijak berwawasan kependudukan. Data dianalisis dengan analisis jalur. Hasil penelitian menunjukkan bahwa: i) gaya kepemimpinan, motivasi, dan integritas berpengaruh langsung secara signifikan terhadap perilaku bijak berwawasan kependudukan; ii) gaya kepemimpinan berpengaruh langsung secara signifikan terhadap motivasi dan integritas pegawai; iii) motivasi dan integritas merupakan faktor mediasi yang baik antara gaya kepemimpinan dan perilaku bijak berwawasan kependudukan. Oleh karena itu, dalam upaya mengubah dan memberdayakan perilaku bijak berwawasan kependudukan, motivasi dan integritas pegawai, serta gaya kepemimpinan transformasional perlu dipertimbangkan dalam mengelola BKKBN ke depan.
