Abstract

Aksesibilitas lingkungan fisik merupakan faktor penting untuk mendukung keberhasilan pendidikan mahasiswa disabilitas di Perguruan Tinggi. Urgensi tersebut diantaranya diperkuat oleh Permen PU No 30 Tahun 2006 tentang Pedoman Teknis Fasilitas dan Aksesibilitas pada Bangunan Gedung dan Lingkungan. Penelitian bertujuan untuk mendapatkan data empiris tentang Aksesibilitas Lingkungan Fisik untuk Mahasiswa Disabilitas di Universitas Negeri Jakarta yang difokuskan pada sarana jalur pedestrian dan pemandu yang menghubungkan antargedung. Penelitian menggunakan Discrepancy Evaluation Model (DEM) dengan langkah-langkah sebagai berikut: 1). Penyusunan Desain, 2). Penetapan kelengkapan Program, 3). Proses, 4). Pengukuran Tujuan, 5). Perbandingan. Responden penelitian terdiri dari seorang Staff Bidang Sarana dan Prasarana UNJ, tiga orang Mahasiswa Disabilitas dan dua orang Relawan Disabilitas. Data penelitian dikumpulkan melalui wawancara, pengamatan, dan analisis dokumen. Fasilitas fisik yang dikaji meliputi jalur pemandu dan jalur pedestrian. Hasil penelitian menunjukan; (1) kondisi jalur pedestrian berada pada kategori cukup baik dengan capaian 62,5%. Dari 8 Aspek yang diukur, ada 3 aspek yang sangat baik dan 5 kurang baik. (2) kondisi jalur pemandu menunjukkan kategori sangat kurang dengan capaian 0%. Berdasarkan temuan tersebut, maka jalur pedestrian dan akses pejalan kaki antargedung bagi penyandang disabilitas menunjukkan kategori sangat kurang dengan persentase 31,5%. The accessibility of the physical environment is an important factor to support the educational success of students with disabilities in university. This urgency is strengthened, among other things, by Minister of Public Works Regulation No. 30 of 2006 concerning Technical Guidelines for Facilities and Accessibility in Buildings and the Environment. The research aims to obtain empirical data about the Accessibility of the Physical Environment for Students with Disabilities at the State University of Jakarta which is focused on the means of pedestrian paths and guides that connect between buildings. The research uses the Discrepancy Evaluation Model (DEM) with the following steps: 1). Design Preparation, 2). Determination of program completeness, 3). Process, 4). Goal Measurement, 5). Comparison. The research respondents consisted of a UNJ Facilities and Infrastructure Sector Staff, three Students with Disabilities and two Volunteers with Disabilities. Research data were collected through interviews, observation, and document analysis. The physical facilities studied include guiding paths and pedestrian paths. The research results show; (1) the condition of the pedestrian path is in a good category with an achievement of 62.5%. Of the 8 aspects measured, there are 3 aspects that are very good and 5 that are not good. (2) the condition of the guide line shows a very poor category with an achievement of 0%. Based on these findings, pedestrian paths, and pedestrian access between buildings for persons with disabilities show a very poor category with a percentage of 31.5%.
