Abstract

Raden Ajeng Anarke Juliana Ningrum. Penggusuran Lahan Permukiman Warga Untuk Pembangunan Jakarta International Stadium. (Studi Kasus: Warga Korban Penggusuran Di Kampung Bayam, Tanjung Priok, Jakarta Utara) Skripsi, Jakarta: Program Studi Sosiologi, Fakultas Ilmu Sosial, Universitas Negeri Jakarta 2023. Penelitian ini menganalisis kasus mengenai penggusuran yang terjadi sebagai akibat dari proyek pembangunan Jakarta International Stadium. Penelitian ini bertujuan untuk mendeskripsikan lebih dalam mengenai proses penggusuran lahan permukiman warga dan dampak sosial ekonomi yang dialami oleh Warga eks Kampung Bayam pasca penggusuran. Penelitian ini menggunakan pendekatan kualitatif dengan metode kualitatif deskriptif. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara mendalam dengan informan terkait dan dokumentasi yang diperoleh dari informan dan dokumentasi secara langsung. Penelitian ini menggunakan konsep pembangunan kota dalam Perspektif Sosio-Spasial. Penelitian ini dilakukan di Kampung Bayam, Kelurahan Papanggo, Kecamatan Tanjung Priok, Jakarta Utara. Penelitian ini dilaksanakan pada Oktober sampai Maret 2023. Subjek penelitian ini terdiri dari 8 orang informan yakni 3 aktivis sosial dari UPC, Rujak Center dan JRMK dan 5 Warga eks Kampung Bayam yakni Asep, Paulinus, Ojos, Roma dan Katrina. Hasil penelitian ini menunjukkan bahwa PT Jakarta Propertindo (Jakpro) berperan dalam melakukan penggusuran secara persuasif kepada Warga eks Kampung Bayam. Dampak sosial dari penggusuran membuat Warga eks Kampung Bayam terfragmentasi menjadi beberapa kelompok yaitu Kelompok Persaudaraan warga Kampung Bayam (PWKB) 75 orang, Kelompok Binaan Jakpro 35 orang, dan Kelompok Urban Farming 25 orang. Terdapat pula dampak ekonomi pasca penggusuran membuat warga mengalami penurunan pendapatan. Penggusuran terjadi tahun 2020 sebelum digusur warga diberikan kompenasasi ‘Ganti Untung’ kemudian diberikan waktu 30 hari sebelum mengosongkan rumahnya. Tahun 2022 dilakukan groundbreking dan peresmian atas pembangunan Kampung Susun Bayam (KSB) sebagai bentuk relokasi kepada warga terdampak pembangunan Stadion JIS. Problematika terjadi ketika warga sudah dijanjikan akan menghuni pada November 2022. Namun, hingga penelitian ini ditulis warga masih belum menerima keputusan yang jelas dari pemerintah kapan proses relokasi akan dilakukan. This research was analyses case of the eviction that occurred at The Jakarta International Stadium (JIS) development projects. This study aims to describe more about the process of evicting settlement land and the social economic impact experienced by the residents of Kampung Bayam. This research uses a qualitative method with a descriptive qualitative approach. This research was conducted at the Kampung Susun Bayam in front of Jakarta International Stadium (JIS) Building located at Papanggo Village, Tanjung Priok, North Jakarta. This research uses the concept of urban development from a Socio-Spatial Perspective. This research will be conducted from October to March 2023. This research subjects consisted of 8 informants namely 3 of social activists and 5 of residents of Kampung Bayam. Data collection was carried out by in-depth interviews with informants, observations at the research site and documentation obtained from informants as well as direct documentation by the author. The result of this study is PT. Jakarta Propertindo (Jakpro) take a role in the persuasive eviction to residents of former Kampung Bayam. The social impact of eviction is deeply felt by residents of Kampung Bayam. They are divided into three groups, including of Persaudaraan Warga Kampung Bayam (PWKB) are 75 persons, Binaan Jakpro Group are 35 persons, and then Urban Farming Group are 25 persons. There is also an economic impact after the eviction makes residents experience a decrease in income.The eviction occurred in 2020, before being evicted residents were given compensation components for their home buildings and the residents were given 30 days to empty their houses. In 2022, groundbreaking and inauguration of Kampung Susun Bayam as a form of resettlement to residents affected by construction of the Jakarta International Stadium (JIS). The problems occur when the residents have been promised to inhabit in November 2022, however until this research was written the residents still had not received a clear decision from the government on when the relocation process would take place.
