Abstract

Kegiatan curah cair di PT Pelabuhan Tanjung Priok cabang Tanjung Priok dinyatakan belum mencapai target RKAP, dengan demikian dibutuhkan analisis untuk mengetahui kinerja curah cair dalam aspek bongkar muat dan pelayanan kapalnya serta faktor-faktor yang dapat menghambat kegiatan bongkar muat. Penelitian ini menggunakan teknik analisis deskriptif analisis kondisi eksisting dibandingkan dengan RKAP dan teknik analisis Root Cause Analysis (RCA). Hasil dari penelitian ini menghasilkan kinerja bongkar muat curah cair baik dari luar negeri maupun dalam negeri belum ada yang mencapai RKAP dikarenakan nilai rata-rata kumulatif T/G/H luar negeri hanya mencapai 124,73 dan nilai rata-rata kumulatif T/G/H dalam negeri hanya mencapai 66,54 hal ini menandakan kinerja bongkar muat belum efektif, kinerja operasional pelayanan kapal luar negeri sudah efisien dikarenakan nilai rata-rata kumulatif ET:BT sebesar 74,57% telah mencapai RKAP namun untuk wilayah dalam negeri masih belum efisien dikarenakan nilai rata-rata kumulatif ET:BT sebesar 64,94% belum mencapai RKAP. Berdasarkan hasil observasi dilapangan diketahui faktor-faktor yang menyebabkan standar kinerja tidak tercapai meliputi faktor alat, metode, material, lingkungan dan pekerja. ***** Liquid bulk activities at PT Tanjung Priok Port Tanjung Priok branch are declared to have not reached the RKAP target, thus analysis is needed to determine the performance of liquid bulk in the aspect of loading and unloading and ship services as well as factors that can hamper loading and unloading activities. This study used descriptive analysis techniques of analysis of existing conditions compared to RKAP and Root Cause Analysis (RCA) analysis techniques. The results of this study resulted in the performance of loading and unloading liquid bulk both from abroad and domestically has not reached RKAP because the cumulative average value of overseas T/G/H only reached 124.73 and the cumulative average value of domestic T/G/H only reached 66.54 this indicates that loading and unloading performance has not been effective, the operational performance of foreign ship services has been efficient due to the cumulative average value of ET: BT of 74.57% has reached RKAP but for domestic regions it is still inefficient because the cumulative average value of ET: BT of 64.94% has not reached RKAP. Based on the results of field observations, it is known that the factors that cause performance standards not to be achieved include factors of tools, methods, materials, the environment and workers.
