Abstract

Pada era digital saat ini, salah satu alat untuk memetakan persoalannya yaitu dengan data. Penelitian ini bertujuan untuk menjelaskan terkait pelaksanaan dan evaluasi program pendataan terpadu berbasis digital “Carik Jakarta” menggunakan metode CIPP (Context, Input, Process, Product). Penelitian ini menggunakan pendekatan kualitatif dengan menggunakan metode penelitian kualitatif deskriptif. Wawancara dilakukan secara langsung dengan menghadirkan sepuluh narasumber yaitu Bendahara TP-PKK Kelurahan Sunter Agung, PIC Dasawisma Kelurahan Sunter Agung, Koordinator Dasawisma RW 001 Kelurahan Sunter Agung, Ketua RT 021/001 Kelurahan Sunter Agung, tiga Kader Dasawisma, dan tiga masyarakat di lingkungan Kelurahan Sunter Agung. Pengumpulan data dilakukan dengan cara wawancara mendalam, observasi, dan dokumentasi. Penelitian ini dilakukan bulan April-Juni 2023.Hasil penelitian ini menunjukkan bahwa pelaksanaan pendataan yang dilakukan oleh tim pendata sudah dilakukan dengan baik dan sesuai dengan Peraturan Gubernur DKI Jakarta Nomor 93 Tahun 202 tentang Pengelolaan dan Pemanfaatan Data Keluarga Satu Pintu terkait pendataan warga DKI Jakarta menggunakan aplikasi “Carik Jakarta”.Hasil evaluasi yang dilakukan dengan CIPP mencakup 4 dimensi ini yaitu: 1) context : sesuai dengan rencana awal (planning) program karena memenuhi indikator; 2) Input : sudah mengerahkan tim penyelenggara; 3) Process : kegiatan pendataan Carik Jakarta sudah sesuai dan dijalankan sesuai dengan perencanaan awal yang telah disiapkan oleh pihak terkait. Namun, masih terdapat kendala; dan 4) Product : pendataan digital Carik Jakarta memberikan dampak yang positif baik bagi masyarakatnya ataupun penyelenggara programnya. Namun, program pendataan yang sudah baik akan menjadi lebih baik lagi jika diperbarui dan ditambahkan menggunakan hasil dari rekomendasi kebijakan. *** In today's digital era, one of the tools to map the problem is data. This study aims to explain the implementation and evaluation of the digital-based integrated data collection program "Carik Jakarta" using the CIPP (Context, Input, Process, Product) method.This research uses a qualitative approach using descriptive qualitative research methods. Interviews were conducted directly with ten resource persons, namely the Treasurer of TP-PKK Sunter Agung Village, the PIC of Dasawisma Sunter Agung Village, the Coordinator of Dasawisma RW 001 Sunter Agung Village, the Head of RT 021/001 Sunter Agung Village, three Dasawisma Cadres, and three communities in Sunter Agung Village. Data were collected through in-depth interviews, observation, and documentation. This study was conducted in April-June 2023. The results of this study indicate that the implementation of data collection carried out by the data collection team has been carried out properly and in accordance with DKI Jakarta Governor Regulation Number 93 of 202 concerning Management and Utilization of One-Stop Family Data related to data collection of DKI Jakarta residents using the "Carik Jakarta" application.The results of the evaluation conducted with CIPP include these 4 dimensions, namely: 1) context: in accordance with the initial plan (planning) of the program because it meets the indicators; 2) Input: already mobilized the organizing team; 3) Process: Carik Jakarta data collection activities are in accordance and carried out in accordance with the initial planning that has been prepared by related parties. However, there are still obstacles; and 4) Product: Carik Jakarta's digital data collection has a positive impact on both the community and the program organizers. However, a good data collection program will be even better if it is updated and added using the results of policy recommendations.
