Abstract
Kajian dalam penelitian ini bertujuan untuk mengetahui analisis kebijakan perencanaan kebutuhan guru Sekolah Dasar (SD) Negeri di Kabupaten Pringsewu Provinsi Lampung dengan rangkaian penelitian menggunakan metode deskriptif-kualitatif melalui observasi, wawancara, dan studi dokumentasi. Sasaran dalam penelitian yakni Dinas Pendidikan dan Kebudayaan Kabupaten Pringsewu. Dari kegiatan penelitian yang dilakukan, ditemukan bahwa secara umum data kebutuhan guru diperoleh dari Data Pokok Pendidikan (Dapodik) yang dilaporkan setiap semester oleh Kepala Sekolah. Perencanaan kebutuhan guru dibuat untuk 1 tahun, 3 tahun, dan 5 tahun. Dinas Pendidikan dan Kebudayaan Kabupaten Pringsewu mengajukan Nota Dinas kepada Bupati Pringsewu melalui BKPSDM tentang formasi kebutuhan guru PPPK yang sudah disepakati bersama. Hasil pelaksanaan PPPK dalam upaya perencanaan kebutuhan guru menunjukkan bahwa dari formasi yang diajukan, sekitar 89% guru yang lulus dalam seleksi tersebut. Hal ini menunjukkan bahwa pelaksanaan PPPK belum sepenuhnya maksimal karena ada beberapa alasan yaitu jumlah peserta yang mendaftar pada mapel tertentu tidak memenuhi kuota dan peserta tes yang ikut tidak memenuhi nilai ambang batas. Oleh karena itu, pemenuhan kebutuhan guru harus dilakukan secara berkala dan terinci sehingga kekurangan guru di tiap satuan pendidikan dapat terpenuhi dengan baik. Kata Kunci: Analisis Kebijakan, Perencanaan, Kebutuhan Guru Sekolah Dasar (SD) Negeri The study in this research aims to find out the policy analysis of planning the needs of public elementary school teachers in Pringsewu District, Lampung Province with a series of research using descriptive-qualitative methods through observation, interviews, and documentation studies. The target of the research is the Pringsewu District Education and Culture Office. From the research activities carried out, it was found that in general, data on teacher needs is obtained from the Basic Education Data (Dapodik) which is reported every semester by the principal. Teacher needs planning is made for 1 year, 3 years and 5 years. The Pringsewu District Education and Culture Office submits a Memorandum of Service to the Pringsewu Regent through BKPSDM regarding the formation of PPPK teacher needs that have been mutually agreed upon. The results of the implementation of PPPK in an effort to plan teacher needs show that of the proposed formations, around 89% of teachers passed the selection. This shows that the implementation of PPPK has not been fully maximized because there are several reasons, namely the number of participants who registered for certain subjects did not meet the quota and the test participants who participated did not meet the threshold score. Therefore, the fulfillment of teacher needs must be carried out regularly and in detail so that the shortage of teachers in each education unit can be met properly.
