Abstract

Indonesia sebagai negara kepulauan dengan luas laut dua pertiga luas wilayahnya menjadikan transportasi laut sebagai tulang punggung konektivitas dunia. Infrastruktur moda transportasi laut belum memiliki kinerja yang maksimal disebabkan oleh faktor dominan yaitu keselamatan dan keamanan pelayaran. Pembinaan bagi seluruh bidang pelayaran yang tersebar di seluruh Indonesia merupakan tindakan yang memiliki tingkat urgensi cukup tinggi karena Unit Pelaksana Teknis di atas bertugas melakukan pelayanan publik akan sarana dan prasarana transportasi laut. Satu dari sepuluh komponen keberhasilan pelayanan publik adalah kompetensi pelaksana pelayanan. Profesionalisme sumber daya manusia memiliki bobot di urutan kedua. Untuk mewujudkan pelayanan prima pada sektor transportasi laut kepada masyarakat perlu dilakukan pengelolaan yang maksimal terhadap peran sumber daya manusia transportasi. Peningkatan kapasitas Aparatur Sipil Negara secara kuantitas dan kualitas dilakukan melalui penambahan jumlah pegawai khususnya para petugas teknis di lapangan. Pertumbuhan jumlah pegawai harus diiringi secara berkesinambungan antara peningkatan penguasaan akan pengetahuan sesuai bidang pekerjaannya dan penguasaan akan tuntutan dari kebijakan ataupun inovasi yang muncul sebagai bentuk pergerakan responsif instansi terhadap tuntutan era globalisasi. Penyegaran dan peningkatan kompetensi aparatur sipil negara Direktorat Jenderal Perhubungan Laut dilakukan oleh BP2TL melalui Program Diklat Teknis Fungsional Transportasi Laut. Penelitian ini mengkaji secara evaluative mendalam terhadap program Diklat Teknis Fungsional Transportasi Laut menggunakan model Context, Input, Process, Product (CIPP) milik Stufflebeam. Kesimpulan dari penelitian ini adalah Landasan Kebijakan Program merupakan formulasi komponen kebijakan dari aspek pelayaran, kepegawaian dan pendidikan. Urgensi dalam peran dan fungsi Diklat maka perlu dilakukan integrasi kebijakan, sumber daya, panduan pelaksanaan dan standarisasi pemberian pelayanan Diklat. Indonesia is an archipelagic country which Its sea area about two-thirds of its territory. It makes sea transportation become an essential part of world connectivity. Maritime transportation infrastructure does not yet have maximum performance due to the dominant factor; it is shipping safety and security. Guidance for all shipping sectors spread throughout Indonesia is an action that has a high level of urgency because the Technical Implementation Unit is tasked to provide public services in the core of maritime transportation facilities and infrastructure. One of the ten components of successful public services is the Government Civil Worker competence. Human resources professionalism has weight in second place. To realize excellent service in the maritime transportation sector for the community, it is necessary to carry out maximum management of the role of transportation human resources. Increasing the capacity of the State Civil Apparatus in quantity and quality is carried out through increasing the number of employees, especially technical officers in the field. The growth in the number of employees must be accompanied on an ongoing basis by increasing mastery of knowledge according to their field of work and mastery of the demands of policies or innovations that emerge as a form of agency responsive movement to the demands of the globalization era. Refreshing and increasing the competency of the Directorate General of Sea Transportation's state civil apparatus is carried out by BP2TL through the Sea Transportation Functional Technical Training Program. This research examines in an in- depth evaluative manner the Maritime Transportation Functional Technical Training program using Stufflebeam's Context, Input, Process, Product (CIPP) model. The conclusion of this research is that the Program Policy Foundation is a formulation of policy components from the aspects of shipping, personnel, and education. The urgency in the role and function of education and training means that it is necessary to integrate policies, resources, implementation guidelines and standardize the provision of education and training services.
