Abstract

Tujuan penelitian adalah melakukan evaluasi sertifikasi uji kompetensi menggunakan kombinasi model evaluasi program model CSE-UCLA dan (AEPM) yang digunakan untuk mengevaluasi pelaksanaan program sertifikasi uji kompetensi teknik mekanik pemesinan pada Sekolah Menengah Kejuruan (SMK) bagi memperoleh identifikasi secara terperinci tingkat efektivitas program. Pendekatan penelitian evaluasi program ini menggunakan metode mix-method, pertama pendekatan kualitatif menggunakan analisis Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), kedua pendekatan kuantitatif untuk mengukur kebenaran data yang dikumpulkan ketika waktu penelitian. Desain evaluasi program dalam penelitian ini menggunakan kombinasi model CSE-UCLA dan (AEPM), yang didapati enam komponen evaluasi yaitu: system assessment, program planning, program implementation, program improvement, program certification dan monitoring performance Supervision Program. Subjek, penelitian ini terdiri dari kepala sekolah, wakasek bidang Kurikulum, wakasek Hubin, wakasek Sarpras, ketua program pemesinan, kepala bengkel, guru produktif pemesinan. Pengambilan data melalui penyebaran kuesioner pada lima Sekolah Menengah Kejuruan sampel di wilayah Provinsi DKI Jakarta. Teknik penentuan semua subyek menggunakan teknik Purposive Sampling. Hasil penelitian yang dilakukan menunjukkan tingkat efektivitas pelaksanaan program sertifikasi uji kompetensi pemesinan, rerata seluruh kompenen pada dimensi program (1). System assessment kategori nilai Baik, (2). Program planning kategori nilai Baik, (3). Program implementation kategori nilai Cukup, (4). Program improvement kategori nilai Cukup, (5). Program sertification kategori nilai Cukup, (6). monitoring performance kategori nilai Cukup. Penerapan evaluasi program menggunakan kombinasi model CSEUCLA dan Assessment Evaluability And Performance Monitoring (AEPM), mampu menjadi solusi pembuktian terhadap efektivitas elemen pertanyaan dan pernyataan sertifikasi uji kompetensi pada program teknik mekanik pemesinan. Kata Kunci: Sertifikasi Uji Kompetensi, Sistem Assessment, Penilaian Kinerja, Model CSE-UCLA & AEPM**************The purpose of the study was to evaluate competency test certification using a combination of CSE-UCLA and (AEPM) model program evaluation models used to evaluate the implementation of the mechanical engineering competency test certification program in Vocational High Schools (SMK) to obtain detailed identification of the level of program effectiveness. The research approach to evaluating this program uses a mix-method method, first a qualitative approach using the analysis of Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), second a quantitative approach to measure the correctness of data collected at the time of research. The program evaluation design in this study uses a combination of CSE-UCLA model and Assessment Evaluability And Performance Monitoring (AEPM), which contains six evaluation components, namely: system assessment, program planning, program implementation, program improvement, program certification and monitoring performance Supervision Program. The subjects, this study consisted of the principal, vice principal for curriculum, vice principal of industrial relations, deputy head of the school of facilities and infrastructure, head of the machining program, head of workshop, productive teacher of machining. Data collection through the distribution of questionnaires at five sample Vocational High Schools in the Special Capital Region of Jakarta. The technique of determining all subjects using the Purposive Sampling technique. The results showed the level of effectiveness of the implementation of the machining competency test certification program, the average of all components in the program dimension (1). Good grade category assessment system, (2). Program planning for Good value category, (3). Program implementation category value Sufficient, (4). Program improvement category value Enough, (5). Certification program grade category Sufficient, (6). performance monitoring of the Sufficient value category. The application of program evaluation using a combination of the CSE-UCLA model and Assessment Evaluability and Performance Monitoring (AEPM), can be a solution to prove the effectiveness of question elements and competency test certification statements in mechanical engineering machining program.
