Abstract

ABSTRAK Penelitian ini bertujuan untuk mendeskripsikan implementasi sistem penjaminan mutu internal di SMPN 99 Jakarta. Sub fokus pada penelitian meliputi aspek perencanaan, komitmen warga sekolah dan faktor yang mempengaruhi. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan studi dokumentasi. Informan dalam penelitian ini meliputi: kepala sekolah, wakil kepala sekolah bidang kurikulum, wakil kepala sekolah bidang kesiswaan, wakil kepala sekolah bidang sarana prasarana, staff kurikulum, guru. Hasil dari penelitian ini menunjukkan bahwa: (1) Perencanaan Sistem Penjaminan Mutu Internal (SPMI) diawali dengan melakukan Evaluasi Diri Sekolah (EDS) dan berdasarkan pada rapor mutu pendidikan serta beracuan pada Standar Nasional Pendidikan (SNP). Proses perencanaan SPMI terdapat 5 tahapan yaitu pemetaan mutu yang didapatkan dari Evaluasi Diri Sekolah (EDS) atau rapor mutu pendidikan, penyusunan rencana pemenuhan mutu, pelaksanaan pemenuhan mutu, evaluasi / audit mutu dan yang terakhir penetapan standar mutu baru; (2) Komitmen warga sekolah dalam keberlangsungan Sistem Penjaminan Mutu Internal (SPMI), pentingnya komitmen warga sekolah menjadikan keberlangsungan Sistem Penjaminan Mutu Internal (SPMI) di SMPN 99 Jakarta dapat berjalan dengan sukses. Peran warga sekolah dalam menjaga komitmen terbukti dengan menjalankan perannya dengan semaksimal mungkin agar apa yang sudah dibuat dapat terlaksana dengan baik. Semua warga sekolah menyatukan visi dan misi dengan komitmen bersama untuk memajukan kualitas mutu sekolah.; (3) Faktor yang mempengaruhi selama implementasi Sistem Penjaminan Mutu Internal (SPMI) berlangsung, adalah faktor pendukung dan faktor penghambat. Faktor pendukung dalam implementasi Sistem Penjaminan Mutu Internal (SPMI) yaitu adanya dukungan dari semua warga sekolah dan dukungan dari pemerintah. Selain itu, faktor pendukung lain adalah data-data yang valid dalam implementasi Sistem Penjaminan Mutu Internal (SPMI) dan anggaran program yang akan dijalankan dalam periode satu tahun ke depan. Faktor penghambat dalam implementasi Sistem Penjaminan Mutu Internal (SPMI) yaitu kurang memahami dan kurangnya kesadaran terhadap pentingnya sistem penjaminan mutu internal. Selain itu, tidak diarsipkan dengan rapih dokumen-dokumen yang dibutuhkan sehingga menghambat dalam membuat program baru dan kurangnya sarana prasarana yang memadai. ABSTRACT This research aims to describe the implementation of the internal quality assurance system at SMPN 99 Jakarta. The sub-focus of research includes planning aspects, commitment of school residents and influencing factors. This research uses a qualitative approach and descriptive methods. Data collection techniques were carried out through observation, interviews and documentation studies. Informants in this research included: principal, deputy principal for curriculum, deputy principal for student affairs, deputy principal for infrastructure, curriculum staff, teachers. The results of this research show that: (1) Planning for the Internal Quality Assurance System (SPMI) begins with conducting a School Self-Evaluation (EDS) and is based on education quality reports and refers to the National Education Standards (SNP). The SPMI planning process has 5 stages, namely quality mapping obtained from the School Self-Evaluation (EDS) or education quality report card, preparing a quality fulfillment plan, implementing quality fulfillment, quality evaluation/audit and finally establishing new quality standards; (2) The commitment of the school community to the continuity of the Internal Quality Assurance System (SPMI), the importance of the commitment of the school community makes the continuity of the Internal Quality Assurance System (SPMI) at SMPN 99 Jakarta run successfully. The role of the school community in maintaining commitment is proven by carrying out their roles as fully as possible so that what has been created can be carried out well. All school members unite the vision and mission with a shared commitment to advancing the quality of the school; (3) Factors that influence the implementation of the Internal Quality Assurance System (SPMI) are supporting factors and inhibiting factors. Supporting factors in implementing the Internal Quality Assurance System (SPMI) are support from all school residents and support from the government. Apart from that, other supporting factors are valid data in the implementation of the Internal Quality Assurance System (SPMI) and the program budget that will be implemented in the next one year period. The inhibiting factor in implementing the Internal Quality Assurance System (SPMI) is lack of understanding and lack of awareness of the importance of the internal quality assurance system. Apart from that, the required documents are not neatly archived, which hinders the creation of new programs and there is a lack of adequate infrastructure.
