Abstract

Komunikasi K3 merupakan salah satu pilar utama dalam Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) sebagaimana yang tertuang di dalam PP No.50 Tahun 2012. Program komunikasi K3 merupakan suatu program yang dirancang untuk meningkatkan pengetahuan, pemahaman, dan kesadaran terkait K3 bagi semua individu yang terlibat didalamnya. Penelitian ini bertujuan untuk mengevaluasi program komunikasi K3 pada Proyek The Development and Upgrading of The State University of Jakarta (Phase 2) Civil Works menggunakan model evaluasi CIPP (Context, Input, Process, Product) sehingga dapat diketahui apakah program ini sudah dapat dikatakan berhasil atau belum. Penelitian ini merupakan jenis penelitian deskriptif evaluatif dengan menggunakan metode pendekatan kualitatif. Dalam penelitian ini dibuatlah sebuah instrumen kriteria keberhasilan yang telah divalidasi oleh validator ahli untuk dijadikan sebagai tolak ukur penelitian. Hasil evaluasi menjukkan bahwa: (1) evaluasi konteks: divisi K3 telah melakukan analisis lingkungan kerja, memiliki landasan pelaksanaan program, menetapkan tujuan dan sasaran program, serta telah menyampaikan informasi yang relevan dengan kondisi yang ada. (2) evaluasi input: adanya petugas K3 yang berkualifikasi ahli, strategi pelaksanaan program berupa adanya sarana dan prasarana dengan kondisi baik untuk menunjang kegiatan komunikasi K3, pemilihan kegiatan komunikasi yang dapat mencakup seluruh SDM yang ada serta mempertimbangkan keefektifannya. (3) evaluasi proses: penggunaan metode yang efektif, pesan dapat tersampaikan dengan jelas sehingga peserta komunikasi dapat memahami pesan tersebut, adanya kesempatan untuk memberikan umpan balik, dan adanya tindakan konkret setelah diberikannya umpan balik. (4) evaluasi produk: masih adanya pekerja yang tidak menggunakan APD secara lengkap dan berperilaku tidak aman serta tidak adanya penurunan pada kasus nearmiss. Dengan demikian, dapat disimpulkan bahwa evaluasi konteks, input, dan proses sudah dapat dikatakan berjalan dengan baik karena ketercapaian setiap aspek didalamnya yang sejalan dengan kriteria keberhasilan. Namun, dalam hal evaluasi produk masih dalam kategori kurang baik karena beberapa aspek didalamnya yang belum tercapai. Kemudian, dalam hal keberhasilan program komunikasi K3 pada proyek ini juga belum dapat dikatakan berhasil, sebab pelaksanaan program ini belum dapat mencapai tujuan dan sasaran yang telah ditetapkan serta dampak yang diinginkan. **** SHE communication is a fundamental pillar of the SHE Management System as mandated by PP No.50 Tahun 2012. The SHE communication program is designed to enhance knowledge, understanding, and awareness of SHE among all individuals involved. This research aims to evaluate the implementation of the SHE communication program in The Development and Upgrading of The State University of Jakarta (Phase 2) Civil Works project using the CIPP (Context, Input, Process, Product) evaluation model. The objective is to determine whether the program has been successful. This research is a type of descriptive evaluative research using a qualitative approach method. In this research, a success criteria instrument was created that has been validated by an expert validator to be used as a research benchmark. The results show that: (1) context evaluation: SHE division has conducted a work environment analysis, has a basis for program implementation, has determined program goals and targets, and has conveyed information that is relevant to existing conditions. (2) input evaluation: the presence of qualified SHE officers, program implementation strategies in the form of facilities and infrastructure in good condition to support SHE communication activities, selection of communication activities that can cover all existing human resources and considering their effectiveness. (3) process evaluation: use of the effective methods, messages can be conveyed clearly so that communication participants can understand the message, there is an opportunity to provide feedback. And there is concrete action after feedback is given. (4) product evaluation: there are still workers who do not use complete PPE and there is no decrease in nearmiss cases. Thus, it can be concluded that the evaluation of context, input, and process can be said to have run well because the achievement of each aspect in it is in line with the success criteria. However, in terms of product evaluation it is still in the less good category because some aspects in it have not been achieved. Then, in terms if the success of the SHE communication program in this project, it also cannot be said to be successful, because the implementation of this program has not been able to achieve the goals and objectives that have been set and desired impact.
