Abstract

Penelitian ini bertujuan untuk menghasilkan desain pelatihan “Problem Solving and Compelling Presentation for Public Policy Decision Making” di Kementerian Kesehatan Republik Indonesia. Prosedur pengembangan dilakukan dengan melalui 9 (Sembilan) tahapan yang mengacu pada model pengembangan Dick and Carey (2015). Penelitian ini menghasilkan 2 produk, yaitu produk desain pelatihan dan e-modul pelatihan “Problem Solving and Compelling Presentation for Public Policy Decision Making”. Proses pengembangan melibatkan riviu beberapa ahli, di antaranya, ahli desain instruksional, ahli materi, dan ahli media pembelajaran. Digunakan evaluasi formatif dengan menggunakan skala penilaian 4 – 1. Hasil evaluasi formatif dari Ahli Desain Instruksional sebesar 3,58 (Sangat Baik), Ahli Materi sebesar 3,50 (Sangat Baik), dan Ahli Media Pembelajaran sebesar 3,32 (Baik). Selain itu, terdapat catatan dan saran yang kemudian dijadikan sebagai acuan pengembangan produk, seperti rumusan tujuan instruksional, penyajian materi dalam strategi instruksional, jumlah jam pelatihan, teknis penyelenggaraan pelatihan, dan menambahkan hyperlink serta button dalam e-modul pelatihan. Setelah riviu oleh ahli, dilakukan uji coba one-to-one kepada instruktur pelatihan dan peserta pelatihan dengan menggunakan skala penilaian 4 – 1. Hasil uji coba one-to-one kepada Instruktur Pelatihan sebesar 4,0 (Sangat Baik) dan Peserta Pelatihan sebesar 3,48 (Sangat Baik). Setelah dilakukan perbaikan terhadap produk desain pelatihan dan e-modul pelatihan berdasarkan hasil catatan perbaikan dari riviu oleh ahli, kedua produk tersebut dapat digunakan sebagai pedoman PPKASN Kemenkes RI untuk menyelenggarakan pelatihan “Problem Solving and Compelling Presentation for Public Policy Decision Making”. ***** This study aims to produce a training design for “Problem Solving and Compelling Presentation for Public Policy Decision Making” at the Ministry of Health of the Republic of Indonesia. The development procedure is carried out through 9 (nine) stages that refer to the Dick and Carey (2015) development model. This study produced 2 products, namely the training design product and the “Problem Solving and Compelling Presentation for Public Policy Decision Making” training e-module. The development process involved reviews from several experts, including instructional design experts, material experts, and learning media experts. Formative evaluation was used using a 4-1 assessment scale. The results of the formative evaluation from the Instructional Design Expert were 3.58 (Very Good), Material Experts were 3.50 (Very Good), and Learning Media Experts were 3.32 (Good). In addition, there were notes and suggestions that were then used as references for product development, such as the formulation of instructional objectives, presentation of materials in instructional strategies, number of training hours, training implementation techniques, and adding hyperlinks and buttons in the training e-module. After the review by experts, a one-to-one trial was conducted on training instructors and training participants using a 4-1 assessment scale. The results of the one-to-one trial on Training Instructors were 4.0 (Very Good) and Training Participants were 3.48 (Very Good). After improvements were made to the training design product and training e-module based on the results of improvement notes from the expert review, both products can be used as guidelines for the PPKASN Kemenkes RI to organize the training "Problem Solving and Compelling Presentation for Public Policy Decision Making".
