Abstract

Kebijakan Kurikulum Merdeka disahkan oleh Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi pada Februari 2022 sebagai acuan kurikulum dalam rangka pemulihan pembelajaran pasca pandemi Covid-19. Kajian dalam penelitian ini bertujuan untuk mengevaluasi implementasi kebijakan Kurikulum Merdeka di SDN Menteng 02 Pagi Jakarta. Penelitian ini menggunakan metode deskriptif melalui observasi, wawancara serta studi dokumentasi. Sasaran dalam penelitian ini ialah pengawas sekolah kecamatan Menteng sebagai pihak yang mensosialisasikan kebijakan, dan SDN Menteng 02 Pagi sebagai satuan pendidikan yang melaksanakan kebijakan. Evaluasi implementasi kebijakan menggunakan model George C. Edwards III, bahwa implementasi kebijakan dipengaruhi oleh empat faktor yakni komunikasi, sumber daya, disposisi atau sikap pelaksana, dan struktur birokrasi. Hasil penelitian ini menunjukkan bahwa komunikasi yang dilakukan dari pembuat kebijakan hingga pelaksana kebijakan dapat ditransmisikan secara jelas dan konsisten melalui pengawas sekolah dengan pemberian sosialisasi serta workshop mengenai Kurikulum Merdeka. Sumber daya yang dimiliki satuan pendidikan dalam mengimplementasi kebijakan Kurikulum Merdeka cukup memadai baik dari sisi pendidik maupun sarana dan prasarana. Pendidik aktif meningkatkan kompetensi dengan memanfaatkan Paltform Merdeka Mengajar (PMM), serta aktif dalam memahami petunjuk teknis dari Kurikulum Merdeka. Disposisi atau sikap satuan pendidikan dilakukan dengan menjadi sekolah penggerak yang menjadi role model dari sisi manajerial kepala sekolah dan kualitas guru. Dalam struktur birokrasi, SDN Menteng 02 Pagi memahami Standar Operating Procedure (SOP) dari Kurikulum Merdeka serta membagi tanggung jawab sesuai fase kelasnya masing-masing. ***** The Merdeka Curriculum policy was approved by the Ministry of Education, Culture, Research and Technology in February 2022 as a curriculum reference in the context of restoring learning after the Covid-19 pandemic. The study in this research aims to evaluate the implementation of the Merdeka Curriculum policy at SDN Menteng 02 Pagi Jakarta. This research uses descriptive methods through observation, interviews and documentation studies. The targets in this study are the Menteng sub-district school supervisor as the party that socializes the policy, and SDN Menteng 02 Pagi as the education unit that implements the policy. Evaluation of policy implementation using the George C. Edwards III model, that policy implementation is influenced by four factors namely communication, resources, disposition or attitude of implementers, and bureaucratic structure. The results of this study show that communication from policy makers to policy implementers can be transmitted clearly and consistently through school supervisors by providing socialization and workshops on the Merdeka Curriculum. The resources owned by the education unit in implementing the Merdeka Curriculum policy are sufficient both in terms of educators and facilities and infrastructure. Educators actively improve their competence by utilizing the Merdeka Teaching Form (PMM), and are active in understanding the technical instructions of the Merdeka Curriculum. The disposition or attitude of the education unit is carried out by becoming a driving school (Sekolah Penggerak) that becomes a role model in terms of the principal's managerial and teacher quality. In the bureaucratic structure, SDN Menteng 02 Pagi understands the Standard Operating Procedure (SOP) of the Merdeka Curriculum and divides responsibilities according to their respective class phases.
