Abstract
Penelitian ini bertujuan menganalisis efektivitas Sistem Informasi Pengadaan Sekolah (SIPLah) dalam pengadaan barang dan jasa di SMPN 14 Bekasi. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif, data dikumpulkan melalui observasi, studi dokumentasi, dan wawancara dengan kepala sekolah, bendahara BOS, bendahara barang, dan pembantu bendahara. Analisis dilakukan pada aspek proses yang terdiri dari perencanaan, pelaksanaan, dan pengawasan pengadaan, serta dampak penggunaan SIPLah dibandingkan metode konvensional, dan efektivitas pembiayaan serta penggunaan sistem SIPLah. Hasil penelitian menunjukkan bahwa: 1) Proses pengadaan barang/jasa melalui SIPLah dilakukan secara sistematis sesuai dengan pedoman, meningkatkan efisiensi, transparansi, dan akuntabilitas. 2) Penggunaan SIPLah memberikan dampak positif, mempercepat proses pengadaan dan mengurangi risiko kesalahan. 3) SIPLah terbukti efektif dalam proses pembiayaan yang dilakukan secara online, mempermudah transparansi, mempercepat proses transaksi, dan meminimalkan risiko penyalahgunaan dana. Dari segi penggunaan sistem juga memenuhi berbagai prinsip efektivitas sistem informasi, seperti fleksibilitas, efisiensi, aksesibilitas, keamanan, dan kecepatan, meskipun terkadang terjadi kendala teknis. Dengan demikian, SIPLah terbukti efektif membantu dan mendukung proses kelancaran pengadaan barang/jasa di SMPN 14 Bekasi yang efisien, transparan, dan akuntabel, dengan menunjukkan efektivitas dari segi proses, dampak, pembiayaan dan penggunaan sistem sebesar 90%. ***** This study aims to analyze the effectiveness of the School Procurement Information System (SIPLah) in the procurement of goods and services at SMPN 14 Bekasi. This research uses a qualitative approach with descriptive methods, data were collected through observations, document studies, and interviews with the school principal, BOS treasurer, goods treasurer, and assistant treasurer. The analysis was conducted on the aspects of the process, including planning, implementation, and supervision of procurement, as well as the impact of using SIPLah compared to conventional methods, and the effectiveness of financing and the use of the SIPLah system. The results of the study indicate that: 1) The procurement process of goods/services through SIPLah is carried out systematically in accordance with guidelines, enhancing efficiency, transparency, and accountability. 2) The use of SIPLah has a positive impact, speeding up the procurement process and reducing the risk of errors. 3) SIPLah has proven to be effective in the financing process conducted online, facilitating transparency, speeding up transactions, and minimizing the risk of fund misuse. In terms of system usage, it also meets various principles of information system effectiveness, such as flexibility, efficiency, accessibility, security, and speed, although technical issues sometimes occur Thus, SIPLah has proven to be effective in assisting and supporting the smooth procurement process of goods/services at SMPN 14 Bekasi, being efficient, transparent, and accountable, demonstrating effectiveness in terms of process, impact, financing, and system usage by 90%.
