Abstract
Penelitian ini bertujuan untuk menguji, menganalisis, dan memperoleh bukti empiris mengenai pengaruh pelayanan akademik, kepatuhan regulasi, dan alokasi dana sebagai bagian dari kinerja manajemen terhadap Good Public Governance (GPG) perguruan tinggi di Jawa Tengah. Populasi penelitian mencakup top 40 perguruan tinggi di Jawa Tengah menurut 2024 university ranking, yang dipilih karena telah mengelola operasional dan keuangannya dengan baik serta mendapatkan kepercayaan dari stakeholder, sesuai konsep GPG. Penelitian ini menambahkan tiga lembaga pemerintah dan satu pimpinan wilayah. Sampel penelitian dipilih menggunakan teknik purposive sampling dengan kriteria lembaga yang menyediakan informasi publik, memiliki badan pengawas internal, dan melakukan pemeriksaan laporan keuangan. Metode penelitian yang digunakan adalah kuantitatif, meliputi analisis statistik deskriptif dan analisis statistik inferensial menggunakan SmartPLS 4.0. Analisis ini mencakup evaluation of measurement model dan evaluation of structural model. Hasil penelitian menunjukkan bahwa pelayanan akademik dan alokasi dana berpengaruh terhadap Good Public Governance (GPG) perguruan tinggi, sementara kepatuhan regulasi tidak menunjukkan pengaruh secara statistik. Namun, kepatuhan regulasi tetap penting dalam membangun kepercayaan dan integritas institusi. Penelitian ini menggarisbawahi pentingnya kinerja manajemen, khususnya dalam hal pelayanan akademik dan alokasi dana, untuk meningkatkan GPG perguruan tinggi di Jawa Tengah. Untuk penelitian selanjutnya, disarankan memperluas sampel ke wilayah lain di luar Jawa Tengah dan menambahkan variabel lain, seperti teknologi informasi dan inovasi pendidikan, yang dapat memengaruhi GPG. Mengingat penelitian ini masih menemukan bahwa 28,7% variasi dalam GPG dipengaruhi oleh faktor lain. Penelitian ini juga dapat memberikan gambaran penting bagi manajemen perguruan tinggi dalam meningkatkan tata kelola publik yang baik. Kata Kunci: Pelayanan Akademik, Kepatuhan Regulasi, Alokasi Dana, Good Public Governance (GPG), dan Perguruan Tinggi. ********** This study aims to test, analyze, and obtain empirical evidence regarding the influence of academic services, regulatory compliance, and fund allocation as part of management performance on Good Public Governance (GPG) of universities in Central Java. The research population includes the top 40 universities in Central Java according to the 2024 university ranking, which was selected because it has managed its operations and finances well and gained the trust of stakeholders, according to the concept of Good Public Governance (GPG). This study added three government agencies and one regional leader. The research sample was selected using a purposive sampling technique with the criteria of an institution that provides public information, has an internal supervisory body, and conducts financial statement examinations. The research methods used are quantitative, including descriptive statistical analysis and inferential statistical analysis using SmartPLS 4.0. This analysis includes the evaluation of measurement model and evaluation of structural model. The research results show that academic services and allocation of funds have a measurable effect on Good Public Governance (GPG) in higher education institutions, while regulatory compliance does not no measurable influence. However, regulatory compliance remains crucial for building institutional trust and integrity. This study highlights the importance of management performance, particularly in terms of academic services and fund allocation, in improving GPG at higher education institutions in Central Java. Future research is recommended to expand the sample to regions beyond Central Java and to include additional variables such as information technology and educational innovation that may influence GPG. Considering that this s tudy found 28.7% of the variation in GPG is influenced by other factors, this research can also provide valuable insights for higher education management in enhancing good public governance.
