Abstract

Pelabuhan Tanjung Priok merupakan pelabuhan utama di Indonesia dengan aktivitas ekspor-impor yang sangat tinggi. Namun, proses clearance in-out kapal di pelabuhan ini menghadapi kendala seperti birokrasi panjang, kompleksitas dokumen, dan potensi kesalahan manusia yang memperlambat operasional serta meningkatkan biaya logistik. Untuk mengatasinya, pemerintah mengimplementasikan sistem digital Inaportnet untuk menyederhanakan dan mempercepat proses clearance kapal melalui integrasi layanan elektronik dari berbagai instansi. Penelitian ini bertujuan menganalisis kendala dalam proses clearance in-out kapal dengan sistem Inaportnet di Pelabuhan Tanjung Priok menggunakan diagram fishbone. Pendekatan ini membantu mengidentifikasi faktor penyebab utama, seperti manusia, metode, mesin, material, pengukuran, dan lingkungan, yang memengaruhi kinerja sistem. Hasil penelitian menunjukkan kendala utama meliputi: kurangnya pelatihan pengguna dan resistensi terhadap perubahan (man), koneksi internet tidak stabil dan minim dukungan teknis (machine), prosedur rumit dan birokrasi panjang (method), data yang tidak akurat (material), ketiadaan KPI untuk evaluasi (measurement), serta seringnya perubahan regulasi (environment). Analisis ini menekankan pentingnya pelatihan pengguna, penguatan infrastruktur teknologi, penyederhanaan prosedur, dan penerapan KPI. Implementasi langkah-langkah tersebut diharapkan dapat mengoptimalkan efisiensi sistem Inaportnet untuk proses clearance kapal di Pelabuhan Tanjung Priok. Kata Kunci: Clearance In-Out, Inaportnet, Fishbone Diagram ***** Tanjung Priok Port is Indonesia's primary port with high export-import activities. However, the clearance in-out process for vessels at this port faces challenges such as lengthy bureaucracy, complex documentation, and human errors that slow operations and increase logistics costs. To address these issues, the government implemented the digital Inaportnet system to streamline and accelerate vessel clearance processes through the integration of electronic services from various agencies. This study aims to analyze the challenges in the clearance in-out process using the Inaportnet system at Tanjung Priok Port through a fishbone diagram. This approach identifies the main contributing factors, such as human, method, machine, material, measurement, and environment, that influence system performance. The results show key challenges, including insufficient user training and resistance to change (human), unstable internet connections and limited technical support (machine), complicated procedures and lengthy bureaucracy (method), inaccurate data (material), the absence of KPIs for performance evaluation (measurement), and frequent regulatory changes (environment). This analysis highlights the need for user training, strengthening technological infrastructure, simplifying procedures, and implementing KPIs. These measures are expected to optimize the efficiency of the Inaportnet system in the vessel clearance process at Tanjung Priok Port. Keywords: Clearance In-Out, Inaportnet, Fishbone Diagram
