Abstract

Penelitian ini bertujuan untuk mengidentifikasi kebutuhan pelatihan dasar-dasar demografi berbasis jaringan di Pusdiklat KKB BKKBN. Model yang digunakan pada penelitian ini adalah model Phase Needs Assessment dari Witkins. Instrumen penelitian yang digunakan berupa angket, wawancara, dan studi dokumentasi. Informan pada penelitian ini adalah Kepala Bidang Program dan Kerjasama Pusdiklat KKB BKKBN, Staff Penyelenggara Divisi Pulap dan 73 peserta pelatihan. Hasil penelitian yang didapatkan adalah dari tujuh kompetensi pelatihan dasar-dasar demografi ditemukan kesenjangan rata-rata 82% peserta tidak menguasai. Selain itu dari kesenjangan dari segi komponen e-learning terdapat tiga aspek yang belum maksimal dalam menyelenggarakan pelatihan berbasis jaringan. Rekomendasi solusi pada penelitian ini berupa intervensi instruksional dengan melaksanakan pelatihan secara online dan tatap muka. Selain itu pendekatan instruksional untuk komponen e-learning berupa analisis kebutuhan untuk karakteristik awal peserta pelatihan, buku panduan dalam mengikuti pelatihan secara online, dan non instruksional berupa regulasi supervisi. This study aims to identify the needs to improve the demographic training needs analysis at BKKBN. The model used in this study is the Phases of Needs Assessment model from Witkins. The research instruments used were questionnaires, interviews, and document study. The informants in this study were the BKKBN head of education and training center, 73 trainees and Pulap officer. The results obtained from the 7 ideal competencies of training in the basics of demography is an average gap of 82% of participants not mastering. In addition, in terms of the e-learning component, there are 3 aspects in which BKKBN's education and training centers had not been optimal in organizing. Recommendation of solutions in this study is in the form of instructional intervention by carrying out 5 training courses from online and offline method, and e-learning component by namely analysis of participant characteristics, e-training manual book for trainees, and non-instructional approaches is supervision regulations.
