Abstract
Kekerasan seksual di lingkungan kampus menjadi permasalahan serius yang memerlukan perhatian khusus, baik dari segi pencegahan maupun penanganan. Penelitian ini berfokus pada strategi yang diterapkan oleh Satgas Pencegahan dan Penanganan Kekerasan Seksual (PPKS) Universitas Negeri Jakarta (UNJ) dalam menangani dan mencegah kasus kekerasan seksual di lingkungan kampus. Penelitian ini juga bertujuan untuk menggunakan pendekatan teori Feminist Framework Plus (FFP) dan Theory of Planned Behavior (TPB) digunakan dalam menyusun optimalisasi strategi Satgas PPKS UNJ agar dapat mengembangkan kultur anti kekerasan seksual di lingkungan kampus UNJ. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Pengumpulan data dilakukan melalui wawancara mendalam dengan subjek penelitian yang terdiri dari 5 informan anggota Satgas PPKS UNJ, dan 5 informan civitas akademika UNJ yaitu mahasiswa, dosen, dan tendik. Data tambahan juga diperoleh melalui observasi langsung, studi dokumen, serta analisis literatur. Penelitian dilakukan di kampus Universitas Negeri Jakarta, serta secara daring melalui platform Zoom dan media sosial Twitter/X dan Instagram, pada periode penelitian yang berlangsung sejak November 2024 hingga Januari 2025. Hasil penelitian ini menunjukkan bahwa Satgas PPKS UNJ telah melakukan berbagai upaya strategis dalam menghadapi kekerasan seksual di lingkungan kampus, mencakup program sosialisasi dan edukasi ke seluruh fakultas untuk meningkatkan kesadaran civitas akademika, serta penanganan kasus yang berfokus pada perlindungan dan pemulihan korban. Strategi sosialisasi Satgas PPKS UNJ juga masih menghadapi tantangan dalam menjangkau seluruh lapisan kampus secara merata. Adapun tantangan yang dihadapi yaitu kurangnya kesadaran publik, tekanan di media sosial, adanya elemen kampus yang belum tersosialisasikan, keterbatasan sumber daya, dan kendala penjadwalan. Kedepannya, dari pendekatan TPB dan FFP, pembangunan kesadaran kolektif civitas akademika, perluasan sosialisasi untuk memperkuat norma sosial positif berbasis inklusivitas, dan sinergi dengan seluruh elemen kampus untuk meningkatkan kapasitas Satgas dan masyarakat kampus menjadi langkah penting untuk mengokohkan kultur anti kekerasan seksual di lingkungan kampus. This research focuses on the strategies implemented by the Sexual Violence Prevention and Handling Task Force (PPKS) of the State University of Jakarta (UNJ) in handling and preventing cases of sexual violence on campus. This research also aims to use the Feminist Framework Plus (FFP) and Theory of Planned Behavior (TPB) theoretical approaches to develop an optimization strategy for the UNJ PPKS Task Force in order to develop an anti-sexual violence culture in the UNJ campus environment. This research uses a qualitative approach with a case study method. Data collection was carried out through in-depth interviews with research subjects consisting of 5 informants of UNJ PPKS Task Force members, and 5 informants of the UNJ academic community, namely students, lecturers, and staff. Additional data was also obtained through direct observation, document study, and literature analysis. The research was conducted on the campus of Universitas Negeri Jakarta, as well as online through the Zoom platform and social media Twitter/X and Instagram, during the research period which lasted from November 2024 to January 2025. The results of this study indicate that the UNJ PPKS Task Force has made various strategic efforts in dealing with sexual violence in the campus environment, including socialization and education programs to all faculties to increase awareness of the academic community, as well as handling cases that focus on victim protection and recovery. The socialization strategy of the UNJ PPKS Task Force also still faces challenges in reaching all levels of the campus evenly. The challenges faced are lack of public awareness, pressure on social media, the existence of campus elements that have not been socialized, limited resources, and scheduling constraints. In the future, from the SDG and FFP approaches, building collective awareness of the academic community, expanding socialization to strengthen positive social norms based on inclusivity, and synergizing with all campus elements to increase the capacity of the Task Force and campus community are important steps to strengthen the culture of anti-sexual violence on campus.
