Abstract
Penelitian ini bertujuan untuk mengevaluasi pelaksanaan manajamen berbasis sekolah di SDN Kota Bekasi. Pendekatan dalam penelitian ini adalah kualitatif dengan metode evaluatif model CIPP (Context, Input, Process, and Product). Teknik pengumpulan data non tes yaitu dengan observasi, wawancara, dan dokumentasi. Analisis data menggunakan model interaktif yang dikembangkan Milles & Hubarman, pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan/verfifikasi. Penelitian ini dilaksanakan pada 6 Sekolah Dasar Negeri Kota Bekasi yaitu: SDN Jatimakmur 3, SDN Jatiwaringin 11, SDN Jati Mekar 1, SDN Jati Mekar 3, SDN Pekayon Jaya 6, dan SDN Jatiwaringin 8. Hasil Penelitian menunjukkan bahwa evaluasi konteks program, termasuk latar belakang, kebijakan pemerintah, dan tujuan program MBS, berada dalam kondisi yang baik. Implementasi MBS melalui input yang mendukung seperti tenaga pendidik yang berkualifikasi baik, kurikulum nasional, sarana prasarana yang memadai, dan pengelolaan keuangan yang transparan, telah berkontribusi pada peningkatan mutu pendidikan. Proses implementasi MBS melalui strategi pelaksanaan yang komprehensif juga berhasil meningkatkan kualitas sekolah, terlihat dari pencapaian program seperti peningkatan kompetensi siswa dan guru serta penerimaan siswa di sekolah menengah favorit. Secara keseluruhan, penelitian ini menunjukkan bahwa MBS di Sekolah Dasar Kota Bekasi telah memberikan dampak positif yang signifikan terhadap peningkatan mutu pendidikan melalui partisipasi aktif dari semua pemangku kepentingan sekolah dan efektivitas pengelolaan sumber daya. Kata Kunci: Model CIPP, Manajemen Berbasis Sekolah, Sekolah Dasar This study aims to evaluate the implementation of School-Based Management (SBM) in public elementary schools (SDN) in Bekasi City. The research employs a qualitative approach with an evaluative CIPP model (Context, Input, Process, and Product). Data collection techniques include non-test methods such as observation, interviews, and documentation. Data analysis uses the interactive model developed by Miles & Huberman, which involves data collection, data reduction, data display, and conclusion drawing/verification. The study was conducted in six public elementary schools in Bekasi City: SDN Jatimakmur 3, SDN Jatiswaringin 11, SDN Jati Mekar 1, SDN Jati Mekar 3, SDN Pekayon Jaya 6, and SDN Jatiwaringin 8. The results indicate that the context evaluation of the program, including its background, government policies, and objectives, is in good condition. The implementation of SBM through supportive inputs, such as qualified educators, the national curriculum, adequate facilities and infrastructure, and transparent financial management, has contributed to improving the quality of education. The process evaluation reveals that the comprehensive implementation strategies have successfully enhanced school quality, as evidenced by program achievements such as increased student and teacher competencies and the acceptance of students into prestigious secondary schools. Overall, this study demonstrates that SBM in public elementary schools in Bekasi City has had a significantly positive impact on improving education quality through active stakeholder participation and effective resource management.
