Abstract
Penelitian ini bertujuan untuk menganalisis kapabilitas dinamis Direktorat Sekolah Menengah Pertama dalam pengelolaan sumber daya manusia. Pendekatan ini menggunakan pendekatan kualitatif. Penelitian ini mengumpulkan data melalui observasi, studi dokumentasi, serta wawancara dengan Ka. Sub Bagian Tata Usaha, PIC Evaluasi, PIC Kepegawaian, Wiyaprada Ahli Muda dan Staff. Penelitian dilakukan untuk mengidentifikasi kapabilitas dinamis yang dimiliki Direktorat SMP dan analisis strategi pengelolaan sumber daya manusia dalam mendukung kapabilitas dinamis Direktorat SMP. Hasil penelitian menunjukkan bahwa: 1) Direktorat SMP dapat mengidentifikasi, merespons, dan menyesuaikan diri terhadap perubahan. 2) Inovasi dan pembelajaran didorong melalui komunitas belajar serta pelatihan berkala. 3) Kolaborasi dengan pihak eksternal juga memperkuat kapabilitas dinamis yang dimiliki. 4) Dalam pengelolaan sumber daya manusia, Direktorat SMP menerapkan sistem rekrutmen, penilaian kinerja, serta pelatihan guna memastikan pegawai mampu beradaptasi. Namun dalam penerapannya, Direktorat SMP memiliki tantangan utama yang dihadapi seperti keterbatasan tenaga kerja dengan keahlian khusus serta perubahan kebijakan yang cepat. Kementerian Pendidikan Dasar dan Menengah, termasuk Direktorat SMP, diharapkan terus memperkuat koordinasi antar unit kerja, meningkatkan kapabilitas dinamis melalui pelatihan digital, serta memanfaatkan teknologi dalam pengelolaan kebijakan. Pengembangan komunitas belajar internal dan kerja sama dengan pemangku kepentingan eksternal juga perlu diperluas guna menciptakan kebijakan pendidikan yang lebih adaptif, berbasis data, dan sesuai kebutuhan lapangan. **** This study aims to analyze the dynamic capabilities of the Directorate of Junior High School in human resource management. This approach uses a qualitative approach. This study collected data through observation, documentation study, and interviews with Ka. Sub Division of Administration, Evaluation PIC, Personnel PIC, Junior Expert Wiyaprada and Staff. The research was conducted to identify the dynamic capabilities of the Directorate of Junior High School and analyze human resource management strategies in supporting the dynamic capabilities of the Directorate of Junior High School. The results showed that: 1) The Directorate of Junior High can identify, respond, and adjust to change. 2) Innovation and learning are encouraged through learning communities and regular training. 3) Collaboration with external parties also strengthens its dynamic capabilities. 4) In managing human resources, the Directorate of Junior High School implements a system of recruitment, performance appraisal, and training to ensure employees are able to adapt. However, in its implementation, the Directorate of SMP has major challenges such as limited manpower with specialized skills and rapid policy changes. The Ministry of Primary and Secondary Education, including the Directorate of Junior High School, is expected to continue to strengthen coordination between work units, improve dynamic capabilities through digital training, and utilize technology in policy management. The development of internal learning communities and collaboration with external stakeholders also needs to be expanded to create more adaptive, data-driven and field-appropriate education policies.
