Abstract
Penelitian ini berjudul Analisis Faktor Internal yang Menyebabkan Ketidaktetapan Ketersediaan Tugboat PT Jasa Armada Indonesia. Permasalahan bermula dari ketidaksesuaian antara jumlah tugboat yang siap operasi dengan kebutuhan formasi minimal tugboat, hal ini tentunya berdampak pada keterlambatan layanan penundaan kapal dan waktu tunggu kapal. Tujuan penelitian ini adalah menganalisis faktor-faktor internal penyebab ketidaktetapan ketersediaan tugboat serta mengidentifikasi upaya yang telah dilakukan perusahaan dalam meningkatkan ketersediaannya. Metode penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis data dilakukan menggunakan diagram fishbone berdasarkan lima indikator utama 5M: Man, Machine, Method, Material, dan Management. Landasan teori mencakup manajemen operasional dan konsep ketersediaan dalam layanan maritim. Hasil penelitian menunjukkan bahwa dari indikator (1) Man, penyebabnya adalah pelatihan kompetensi pendukung yang tidak merata dan keterlambatan kedatangan awak kapal pada pergantian shift. Pada aspek (2) Machine, ditemukan kerusakan mesin yang sulit diprediksi, serta gangguan sistem kelistrikan, elektronik, dan hidrolik. (3) Method, perawatan rutin dan overhaul belum sesuai jadwal, metode kerja masih reaktif, serta pelaporan kerusakan belum berbasis sistem digital. Faktor (4) Material meliputi keterbatasan stok suku cadang, penggunaan part non-original, serta keterlambatan pasokan dan pengisian bahan bakar. Aspek (5) Management menunjukkan adanya prioritas pada pelayanan di luar area Tanjung Priok dan kecenderungan mengutamakan operasional dibanding pemeliharaan preventif. Perusahaan telah melakukan beberapa langkah perbaikan, namun sebagian besar masih bersifat jangka pendek dan belum menyentuh aspek strategis jangka panjang. Kata Kunci: Tugboat, Ketersediaan Armada, Diagram Fishbone, Faktor Internal, Manajemen Pelabuhan. ***** This research is entitled Analysis of Internal Factors That Cause the Unpredictability of PT Jasa Armada Indonesia's Tugboat Availability. The problem starts from the mismatch between the number of tugboats that are ready to operate and the need for a minimum tugboat formation, this certainly has an impact on delays in ship delay services and ship waiting times. The purpose of this study is to analyze the internal factors that cause the unpredictability of tugboat availability and identify the efforts that companies have made to increase their availability. The research method uses a qualitative approach with data collection techniques through interviews, observations, and documentation. Data analysis was carried out using fishbone diagrams based on five main indicators of 5M: Man, Machine, Method, Material, and Management. The theoretical foundations include operational management and the concept of availability in maritime services. The results of the study showed that from indicator (1) Man, the cause was uneven training of supporting competencies and late arrival of crew at shift changes. In the (2) Machine aspect, engine damage was found that was difficult to predict, as well as electrical, electronic, and hydraulic system disturbances. (3) Methods, routine maintenance and overhaul are not on schedule, work methods are still reactive, and damage reporting is not based on a digital system. Factor (4) Materials include limited spare parts stock, use of non-original parts, and delays in supply and refueling. Aspect (5) Management shows the priority of services outside the Tanjung Priok area and the tendency to prioritize operations over preventive maintenance. The company has made several improvements, but most of them are still short-term and have not touched on the long-term strategic aspects.
