Abstract
Penegakan hukum yang efektif memerlukan aparat yang kompeten secara teknis dan etis. Penelitian ini bertujuan mengembangkan model manajemen pelatihan berbasis ELSIVO yang mengintegrasikan Blended Learning, Technology Enhanced Learning (TEL), dan Case-Based Learning (CBL), serta didukung oleh simulasi video dan chatbot berbasis kecerdasan buatan. Pengembangan model mengikuti tahapan ADDIE (Analisis, Desain, Pengembangan, Implementasi, dan Evaluasi). Model ini mencakup modul digital, platform LMS, simulasi interaktif, dan chatbot untuk mendukung pembelajaran kontekstual berbasis kasus Sistem Peradilan Pidana Anak (SPPA). Fitur gamifikasi dan umpan balik otomatis juga diterapkan untuk meningkatkan motivasi dan keterlibatan peserta. Hasil uji coba awal dan kelompok besar menunjukkan adanya peningkatan signifikan dalam pemahaman peserta. Analisis kuantitatif menggunakan N-Gain Score menunjukkan bahwa 85% peserta mengalami peningkatan pemahaman pada kategori sedang hingga tinggi. Hasil uji-t menunjukkan perbedaan signifikan (p < 0,05) antara kelompok eksperimen dan kontrol, yang mengindikasikan efektivitas model ELSIVO dibanding metode pelatihan konvensional. Analisis SEM/ANOVA mengidentifikasi bahwa kualitas materi, interaktivitas platform, dan pemanfaatan teknologi merupakan faktor paling berpengaruh terhadap keberhasilan pelatihan. Panduan implementasi disusun untuk membantu lembaga dalam mengadopsi model ini secara efektif, mencakup struktur pelatihan, strategi pengajaran, penyusunan materi, serta pendekatan dalam mempertahankan motivasi peserta. Model ini menawarkan solusi praktis dan adaptif untuk meningkatkan mutu pelatihan aparat penegak hukum, agar lebih relevan dengan tantangan hukum dan pendidikan di era digital.***********************Effective law enforcement requires personnel who are not only technically competent but also ethically sound. This study developed an ELSIVO-based training management model that integrates Blended Learning, Technology Enhanced Learning (TEL), and Case-Based Learning, supported by video simulations and AI-powered chatbots. The development process followed the ADDIE model—Analysis, Design, Development, Implementation and Evaluation. The model comprises digital modules, an LMS platform, interactive simulations, and chatbots to facilitate contextual learning and decision-making. Designed to enhance participant engagement and promote deeper understanding of child criminal justice cases, the model incorporates gamification elements and real time feedback mechanisms. Results from preliminary and main field testing indicated a significant improvement in participants’ comprehension. Quantitative analysis using the N-Gain Score showed that 85% of participants experienced moderate to high gains. The t-test results confirmed a significant difference (p < 0.05) between the experimental and control groups, with the ELSIVO model demonstrating superior effectiveness over conventional training. SEM/ANOVA analysis highlighted that content quality, interactivity, and digital tool integration were the most influential factors affecting training outcomes. Implementation guidelines were developed to assist institutions in adopting the model effectively. These include training structure, instructional strategies, content delivery, and methods for maintaining participant motivation. The model offers a potential solution to enhance the quality of law enforcement training, aligning with the evolving demands of digital education and contemporary legal challenges.
