Abstract

Program pembelajaran kejuruan di SMK di Indonesia menerapkan Project Based Learning (PjBL) dengan harapan dapat menghasilkan lulusan yang kompeten, mandiri, dan relevan dengan kebutuhan dunia kerja serta tuntutan abad ke-21. Namun, implementasi PjBL belum sepenuhnya optimal, terlihat dari tingginya angka pengangguran lulusan SMK. Di Provinsi Banten, khususnya Kota Tangerang, wilayah dengan jumlah SMK terbanyak kedua dan mendapat julukan “kota seribu industri, sejuta jasa”, angka pengangguran lulusan SMK masih tergolong tinggi dan menjadi kontributor utama pengangguran di Indonesia. Penelitian ini bertujuan untuk mengevaluasi dampak program pembelajaran instalasi tenaga listrik berbasis proyek pada kompetensi keahlian TITL di SMK wilayah Tangerang. Penelitian ini merupakan penelitian evaluasi dampak menggunakan model Goal Free Evaluation (GFE). Pendekatan yang digunakan adalah mixed method dengan metode concurrent triangulation, yaitu pengumpulan dan analisis data kuantitatif dan kualitatif dilakukan secara bersamaan. Teknik pengumpulan data meliputi angket 149 peserta didik (diambil dengan cluster sampling), dokumentasi, dan wawancara guru, waka bidang kurikulum, orangtua peserta didik, serta Dinas Pendidikan dan Kebudayaan Provinsi Banten wilayah Kota Tangerang dan Kota Tangerang Selatan. Analisis data dilakukan menggunakan statistik deskriptif untuk data kuantitatif dan model Miles & Huberman untuk data kualitatif, serta dilengkapi dengan triangulasi data untuk meningkatkan validitas temuan. Hasil evaluasi menunjukkan bahwa ketercapaian kriteria evaluasi program mencapai 93,93%, yang mengindikasikan bahwa pelaksanaan program pembelajaran sudah sangat baik dan layak untuk dilanjutkan. Selain itu, ditemukan 31 dampak positif yang sesuai dengan tujuan program, 2 dampak negatif, serta 6 dampak positif yang tidak direncanakan namun bernilai tambah bagi peserta didik bahkan di luar konteks pembelajaran. Dengan demikian, program pembelajaran kejuruan instalasi tenaga listrik berbasis proyek di SMK TITL direkomendasikan untuk tetap dilanjutkan dengan catatan perbaikan terhadap dampak negatif yang ditemukan, serta optimalisasi dan pengembangan lebih lanjut terhadap dampak positif di luar tujuan. Penelitian ini diharapkan dapat menjadi rujukan dalam perumusan kebijakan penguatan program pembelajaran kejuruan berbasis proyek di SMK, khususnya pada bidang ketenagalistrikan, serta mendorong peningkatan kualitas lulusan SMK agar lebih siap menghadapi tantangan dunia kerja masa kini dan masa depan. ***** Vocational learning programs at vocational schools in Indonesia implement Project Based Learning (PjBL) in the hope of producing graduates who are competent, independent, and relevant to the needs of the world of work and the demands of the 21st century. However, the implementation of PjBL has not been fully optimal, as can be seen from the high unemployment rate of vocational school graduates. In Banten Province, especially Tangerang City, the area with the second highest number of vocational schools and nicknamed "the city of a thousand industries, a million services", the unemployment rate of vocational school graduates is still relatively high and is the main contributor to unemployment in Indonesia. This study aims to evaluate the impact of project-based electric power installation learning programs on the competence of TITL expertise in vocational schools in the Tangerang area. This study is an impact evaluation research using the Goal Free Evaluation (GFE) model. The approach used is a mixed method with the concurrent triangulation method, which is the collection and analysis of quantitative and qualitative data carried out simultaneously. The data collection techniques included questionnaires of 149 students (taken by cluster sampling), documentation, and interviews with teachers, curriculum officers, parents of students, and the Banten Provincial Education and Culture Office in the Tangerang City and South Tangerang City areas. Data analysis was conducted using descriptive statistics for quantitative data and the Miles & Huberman model for qualitative data, and was supplemented with data triangulation to improve the validity of the findings. The results of the evaluation showed that the achievement of the program evaluation criteria reached 93.93%, which indicates that the implementation of the learning program is very good and feasible to continue. In addition, 31 positive impacts were found in accordance with the program objectives, 2 negative impacts, and 6 positive impacts that were not planned but added value for students even outside the learning context. Thus, the project-based electrical installation vocational learning program at SMK TITL is recommended to continue with a record of improvements to the negative impacts found, as well as optimization and further development of positive impacts outside the destination. This research is expected to be a reference in the formulation of policies to strengthen project-based vocational learning programs in vocational schools, especially in the field of electricity, as well as encourage the improvement of the quality of vocational school graduates to be better prepared to face the challenges of the current and future world of work
